The Joe team of Stalker, Quick Kick, Snow Job and Outback are given a secret mission, from the Defense Department, to break out an American journalist, Devlin Winchell. The prison is in the Republic of Borovia. They are discharged from the service, and completely on their own.
They arrive in Borovia and meet their only local contact, Spigou. He has blue prints of the state security building that the journalist is being held in. He also supplies them with a plan to enter the building through a back alley, during the regular trash pick up. He also supplies them with guns and a warning that anybody that has gone into that building has either never come out or been sent to the gulags.
As the raid starts, Spigou and Outback are left outside by the truck as Stalker, Quick Kick and Snow Job enter to find the journalist. After taking out several guards and finding only empty cells, they grab one guard that is left alive and ask him where the journalist is? His answer is that he was secretly exchanged for a Borovia spy, all set up through the State Department.
The alarm is sounded and it is time to make their escape. Quick Kick and Snow Job are both shot as they get in Spigou's escape truck. Eventually, Spigou is forced down a dead end alley. All the Joes exit the vehicle as Spigou tries to make an exit for them. But the tank that has blocked the alley fires and destroys the truck killing Spigou. The Joes are now trapped at the dead end of an alley with a tank and squad of Borovian soldiers preventing their escape.
Stalker, as the leader, has to remain with the injured Quick Kick and Snow Job. He orders Outback to leave them, an adamant order. Outback climbs down into the sewer below, as Colonel Ratinkov captures the rest of the team.
The Joe team, back in America, watches a TV report about a group of mercenaries in Borovia trying to rescue the already released journalist, Winchell. The State Department denies any connection with the mercenaries. The Joe team is already to go and rescue Stalker and his team. Hawk walks in and says "there will be no rescue attempt. The captured Joes are being written off. Anybody who attempts to defy these orders will be disowned as well."
In Denver, Billy has fully recovered his memory. He remembers that he was part of the Anti-Cobra Underground back in Springfield and that he was on his way to confront his father when the accident happened that put him in the coma. (see issue #43) He has decided to make his own life and is leaving. Fred VII tries to stop him, but Billy easily dispatches him. Cobra Commander pulls a gun on him, Billy stands there telling him that he will never betray his father and turns and walks away. Cobra Commander lowers his gun and lets him go.
A bit later, Cobra Commander has made the decision to quit. Fred VII and Raptor are both bothered by this turn of events. Their beloved Commander is abandoning them. Cobra Commander takes off his battle armor to walk out. Fred VII grabs a gun shooting the Commander in the back. He then looks at the armor and says "great thing about this armor could be anybody inside"
At the now empty martial arts training facility, Billy is looking for the Blind Master. He has left but Jinx has remained. Billy accepts Jinx's offer to walk down the path of the ninja. She makes him aware of her GI Joe affiliations and that the Blind Master is on his own. Billy makes her aware that he will never betray his father.
In Borovia:Stalker, Quick Kick and Snow Job are sentenced to life terms in a hard labor gulag prison for terrorism, weapons possession, attempted murder and various unnamed crimes against the state security of Borovia. They are boarded onto a train filled with many others headed to the gulags. Inside the car the conditions are cold, dirty and terrible. The men are half starved and bordering on losing their humanity. The injured Snow Job and Quick Kick are attacked by the other prisoners for their shoes and clothes. Stalker fights them off and talks about not losing your self respect, even in the face of starvation. Later when food and water are delivered to the car, Stalker has the smallest guy give out equal portions to all, including the injured.
The train arrives at the gulag. The prisoners are processed and sent to their housing units. With Snow Job and Quick Kick's injuries nothing is going to be easy in this prison camp.
In Utah:Ordered to leave his teammates behind by Stalker, Outback has returned and is confronted by Leatherneck. Stalker's reasoning for giving the order was so that someone could tell the true story of what went down. Outback feels miserable about leaving his teammates behind, but was just following orders. The Joes are frustrated that no rescue mission is allowed to happen. Even the retired Grunt calls in to see if he can help. Roadblock and Leatherneck get in an argument over Stalker's order to Outback. They are interrupted by Gung-Ho, who is coming up from a hole in the floor, saying "we can hear you all the way down on level three".
In Denver:As Billy and Jinx are sparring, Billy gets the upper hand on Jinx. Pinning her down, he asks how she is connected to Storm Shadow and why she has the same tattoo. The Blind Master interrupts saying "It is not her place to tell you nor is my place to tell you. I can show you this much though." On the wall is a picture of the Hard Master, he takes it down and on the back is a group photo of the Arashikage Clan. Included in the picture are the Hard Master, Soft Master, Storm Shadow, Snake-Eyes, Jinx, Blind Master, Professor Onihashi, and Onihashi's Assistant. Jinx is Storm Shadow's second cousin on his mother's side. They tell Billy that Jinx is going to take him to San Francisco, and the Blind Master is off to someplace warm with palm trees.
Across the street in Fred VII's garage, Fred and Raptor are returning from burying the body of Cobra Commander. As Fred goes inside, Raptor stays outside and sees Jinx and Billy drive away. He rushes off to follow them.
Jinx and Billy are headed to San Francisco and Raptor is able to track them without their knowledge by using his hawks.
In San Francisco:Jinx and Billy arrive at the Presidio. They go to the Defense Language Center which is a GI Joe cover. And thanks to Raptor's hawks, Raptor watches them enter the building.
In a Borovian Gulag Prison:Stalker is sent out on a manual labor detail where Sgt. Moshev taunts him, and brags about how he is the Gold Metal winner of long distance rifle. Back at the prison, the improving Snow Job and Quick Kick meet Boris the local prison informant. Later, when Stalker returns he is giving Snow Job the recon details, when Boris calls the guards in on them. Snow Job is taken away to be beaten, and there is nothing Stalker can do about it.
In Grenada:Snake-Eyes and Scarlett are on vacation with Lade Jaye and Flint, who now are a full blown couple. On a news report, Stalker's real identity is given out and that he was stationed the Chaplain's Assistant Motor Pool, the location of the now destroyed Pit II. Flint reminds Snake-Eyes about the direct order for no rescue. But Stalker and Snake-Eyes go way to far back, to leave him there to rot. Later as they are walking past a field near the airport, a nice pleasant black Blind man approaches them and asks Snake-Eyes if he can guide him to the airport. Scarlett accompanies them as they cross the field. As Flint and Lady Jaye stay behind, Flint spots a sign saying "Danger Mines" and tries to warn them, but it's too late, all three of them disappear as a mine explodes.
In San Francisco:Billy meets Hawk. Of course Hawk asks him about many things including his father Cobra Commander. Billy's response is "I won't tell you anything against my father. I owe him that much". Hawk's answer is "And I won't ask." Billy is then brought into a room to explain the story again. This time to Storm Shadow and Rip Cord, he then proceeds to tell them how the Soft Master, Storm Shadow's Uncle and Candy, Rip Cord's girlfriend, died. (See issue #43)
While Billy is telling his story to Storm Shadow, Hawk receives a call from Flint telling him about how Snake-Eyes, Scarlett and the black Blind man were "killed" by a mine that was too small to make them completely disappear. Hawk actually puts Storm Shadow on the phone with Flint, when Storm Shadow asks questions about the black Blind man; he is able to confirm that it was the Blind Master who had met up with Scarlett and Snake-Eyes. Storm Shadow ends the conversation saying "I thought he was dead all these years, but he was always good at that sort of thing and I guess he still is"
In Utah:The GI Joe team leaves the hangers that cover the new Pit III to play a little football. Over head Cobra has a satellite taking photos. Dr. Mindbender and Serpentor, on Cobra Island, analyze the photos wondering if there is more to this little base then meet the eye. An additional report comes in from Raptor about more Joe activity at the Presidio in San Francisco.
And finally, in Galveston Texas, Fred VII with his Pogo and Cobra Commander's battle armor rents out Captain Minh's boat for a trip out into the middle of the Gulf of Mexico. His destination: Cobra Island.
In the Gulf of Mexico near Cobra Island, Captain Minh and his boat are being attacked as he approaches Cobra Island. Fred VII, dressed in Cobra Commander's battle armor, takes off in his Pogo just as the Cobra Mamba helicopters destroy the boat. Fred VII lands on Cobra Island. Serpentor is there to meet this invader. As he exits the Pogo, he proclaims himself to be Cobra Commander.
In Utah, A group of new Joes, including Chuckles and Psyche Out, are escorted to their bunks in the above ground part of the GI Joe base. They don't have the proper paperwork to get clearance to even be total about The Pit III. A large vehicle is moving outside, when Hard Top and Payload come in to complain about vehicles parked in the wrong spot. Later that night, Chuckles and Psyche-Out are outside investigating the large tracks that just disappear. When they return to the barracks the whole GI Joe team is partying because they have just finished their new base, The Pit III.
Back on Cobra Island, Fred VII is answering all of Serpentor's questions in order to prove that he is truly Cobra Commander. The Baroness returning from New York City, having been relieved of her duties running the Cobra Consulate Building (see Yearbook #3), lands near the now hostile argument. Zartan points out that the Baroness knows what Cobra Commander's face really looks like. They step into the helicopter wear Fred takes off his helmet giving himself up as an imposter. The Baroness sees an opportunity to regain some control in the Cobra organization, and makes a deal with Fred, she is his silent partner and he becomes Cobra Commander. They step out into the night and the Baroness proclaims "Rejoice. The true Cobra Commander is back." Serpentor is surprised.
In Marseilles, France, Snake-Eyes, Scarlett and the Blind Master are exiting a transport ship that has taken them from the Caribbean. Somebody from the boat sells information to about them to the local mafia. This mafia makes an attempt to capture them as they are in a taxi. The Blind Master jumps out of the car onto the mafia's car throwing a grenade into the window. The car blows up and Snake-Eyes & Scarlett continue on to catch a train to Borovia to rescue Stalker, Snow Job and Quick Kick.
The US Air Force shuttle crew, Major Jones, Lt. Kirk and Colonel Prupis, are making improvements to an eye in the sky satellite. This upgrade will make it easier to see things down on Earth. After starting up the satellite with the new upgrades, they immediately begin receiving tons of extra data. Someone has been running a worldwide operation right under their noses. They make a call to mission control.
Of course, the group running this operation is Cobra. Dr. Mindbender barges in on Fred VII (as Cobra Commander) and the Baroness talking about how they plan to keep up the impersonation of Cobra Commander. Dr. Mindbender is scared that the US will discover what exactly they are doing with these satellites and how it will effect their most secret operation, the true purpose of the Cobra Terror Dromes.
Fred VII and the Baroness launch in the Cobra shuttle to destroy the spy satellites. The Joes detect Cobra's launch and launch a shuttle of their own, the Defiant.
With the US Air Force shuttle in the middle, The Joe's Defiant and Cobra's shuttle begin a space battle. The Joes hit the Cobra shuttle causing damage and knocking out the Baroness. Without the Baroness, Fred VII doesn't know what to do, and has a moment of crisis.
The GI Joe shuttle is coming around for another attack. And the shuttle crew is asking for orders. So Fred VII gathers himself, and leads the Cobra shuttle in a counterattack. Instead of attacking the Defiant, he shots down all of the US Air Force Spy satellites, and heads for home. Fred has found his ability to lead.
Somewhere in Europe, the Blind Master, Scarlett and Snake-Eyes audition for the circus and its ringmaster, The White Clown. The next stop for the circus is in Borovia.
In San Francisco, Storm Shadow has continued his training with Billy. He shows him the Kuji-No-In finger knitting symbols technique, which is a way to focus the mind for battle.
Jinx interrupts with important news. She has discovered where Stalker is being imprisoned. He is in Gulag Prison #23 in Pvnsk, Borovia. By using satellite photos, she pieced together the path of a train that was carrying Stalker, Snow Job and Quick Kick. They now have been imprisoned for five months. Additionally, she discovered a newspaper story about a circus traveling around Europe that is currently in Borovia and in the background of the supporting photo is Scarlett.
In Pvnsk, Scarlett, Snake-Eyes and the Blind Master are performing to a very small crowd, but included in that crowd is Corporal Olga and Sgt Mosiev, the soldiers that run Gulag #23. The ringmaster is The White Clown and also performing is Orlovsky the Dwarf as a human cannonball. Very rudely, Sgt. Mosiev asks the White Clown were the bareback rider Magda has gone, knowing very well that she was sent away to a gulag for talking out about the government of Borovia. The White Clown is in love with Magda and tours the towns near the gulags, hoping to discover if she is alive. Sgt. Mosiev knows the answer but won't tell him.
Scarlett is totally discouraged at their lack of progress in finding out where Stalker is being held. Miraculously, Storm Shadow, along with Jinx and Billy, show up with Stalker's location. Storm Shadow says "let's go get 'em"
Later as they prepare for battle by doing the Kuji-No-In, Orlovsky the Dwarf discovers their plan. He runs to The White Clown telling him that if they tell Sgt. Mosiev of the coming attack, in return, he maybe able to get information on Magda. But the White Clown refuses to do that because he would be betraying the love of his life's philosophy.
At Gulag #23, a prisoner has just escaped and Sgt. Mosiev is going hunting. But as he leaves, the Arashikage Ninjas make their entrance.
Inside Stalker's prison dorm, Corporal Olga wants to know who knew about the escaping prisoner. Boris, the informant, says that Snow Job was talking about it. Snow Job's injuries had gotten worse in the last couple of weeks and been too weak to do anything. Boris is taken away and beaten to death for lying.
The Arashikage Ninjas take out a few guards, and sneak into Stalker's prison dorm. Once inside there is an amazing reunion of all the old Vietnam buddies. And for Stalker, Snow Job and Quick Kick it is time to go home.
The rest of prisoners take over the camp, killing Corporal Olga and escape into the mountains leaving Sgt. Mosiev to return a completely empty camp.
At the river border crossing, the team is trying to determine a good spot to cross, when the alarm and the guard goes up about the prison break, making it even harder to cross the border. To the rescue is The White Clown and Orlovsky the Dwarf. They arrive with Orlovsky the Dwarf's cannon that shoot humans. One by one the team is shot into the river and to freedom.
Sgt. Mosiev shows up at the border and discovers how they are escaping. Being a Gold Metal rifleman, he aims his rifle at the bluff above. And Stalker who is standing there covering the escape with his own rifle, fires first, killing Sgt. Mosiev, then climbing into the cannon and being fired across the border to freedom.
Having just been rescued from their Gulag prison in Borovia, Stalker, Snow Job and Quick Kick are returning to the new Pit III. All the Joes present line up to greet their long missing teammates. As happy as Stalker is to see everyone, there is one person he really wants to see; Outback. And he is standing off to the side. Outback had been ordered by Stalker to leave them behind, and has been totally despondent about following that order since his return from Borovia.
Stalker talking to Outback straightens him out, and Quick Kick reinforces it by telling him "the only thing that kept us going in the gulag was knowing that you got out with the real word on what went down there." The Joes then take Stalker, Quick Kick and Snow Job into the base for some Yo Joe Cola.
Snake-Eyes and Scarlett get off the same plane and are met by Flint and Lady Jaye. Flint mouths off about not being let in on Stalker's rescue plan. Lady Jaye punches him. If they had known about the plan then Flint and Lady Jaye would have been implicated in the plan. And Snake-Eyes and Scarlett care about them far too much to have done that to them. And Flint adds "as much as you do" and Lady Jaye confirms. Their relationship is now official.
In the country of Frusenland, Dr. Mindbender, Fred VII (Cobra Commander) and the Baroness are trying to sell Prime Minister Volff more Terror Dromes but he isn't buying. As they fly over the country side, they pass a little GI Joe base with covered vehicles.
Cobra has fought hard to keep the real reason for the Terror Dromes a secret. The paranoid ray originally sold to Cobra, by Kwinn the Eskimo (See Issue #2), uses ultra low frequency sound waves to drive people crazy mad. The Baroness has just turned it on and Freusenland has erupted in chaos and riots. Cobra is expecting to make big profits on selling weapons to stop these kinds of riots.
In San Francisco, also having returned from Borovia, the Blind Master, Billy, Jinx and Storm Shadow are watching Prime Minister Volff declare martial law and make a new weapons pack with Cobra on television.
A juvenile delinquent steals Jinx's purse as they are talking, but the Blind Master stops him by throwing his walking cane at him. The Blind Master then offers this kid, Tyronne, a job of being his San Francisco tour guide for the day.
Storm Shadow gives Billy a lesson about violence. As a warrior and a martial artist violence is inherit in what they do and fighting for revenge or as a form of punishment just continues the cycle of violence. But the mastering of martial art is really to become non-violent. The path is about striving to master that violence, and then putting it aside, taking no joy from it and the most important part is keeping ones honor. A ninja has to learn to love the goal, not the means.
The GI Joe team of Hawk, Backstop, Cover Girl, Duke and Frostbite are sent on a mission to provide security for the secret research unit, Battle Force 2000 that is currently stationed in the snow covered land of Freusenland.
The Baroness is leading an attack on the Joe team even before they land. Wild Bill has to do some crazy flying to drop off the AWE Striker, Snowcat and Persuader. As soon as they land Duke takes off in a separate direction towards the capitol.
At the Cobra command boat in Frusenhagen harbor, Dr. Mindbender has just informed Prime Minister Volff that the fighting from his Reindeer festival has been held in check after several days of uncontrolled rioting. And that Cobra, technically under his command, just fired on the incoming Americans.
At one of the Terror Dromes, which is emitting the paranoid ray waves that have caused the rioting, Fred VII (as Cobra Commander) is about to lead an air support force to help the Baroness. Watching from the ridge above are Blaster and Blocker of Battle Force 2000. Blaster, who is wearing headphones listening to music, wonders why all of the Cobras are also wearing headphones. Blocker is super cranky as they return to their base.
At the base, Avalanche and Dodger are in a fist fight; as soon as Blocker arrives he jumps right into the fight. Blaster wonders what the heck is going on. As Maverick arrives he goes to take off his helmet, Blaster figures out Cobra's plan and the cause of the rioting. All wearing headphones now, Battle Force 2000 then heads of to destroy all of the Terror Dromes and stop the paranoia.
The paranoid rays are now affecting the Joes; they have stopped obeying Hawk's orders and are no longer an efficient fighting force. Fred VII takes advantage of this angling them out to an ice shelf where the Baroness starts a full frontal assault with her forces. They lose the AWE Striker and are out manned and numbered by the Cobra forces. Just when things look at their worst Battle Force 2000 comes in to save day.
Duke arrives in the capital to make a secret offer from the US Government to the Prime Minister, and to inform him about Cobra's paranoid ray plan. Prime Minister Volff then tells Dr. Mindbender, Cobra Commander and all of the Cobra forces to get out of his country
Hawk, Psyche-Out and Roadblock arrive at the US Embassy in Rio Lindo, capital of Sierra Gordo, with the mission of extracting American Ambassador Winthrop.
The Sierra Gordo Army is attacking one of the last Cobra Terror Dromes. And Destro is flying over the battle with General Villavaca, leader of Sierra Gordo Army, and Chip Goodfellow, owner of the North American Banana Monopoly (N.A.B.M.), with the intention of selling his new weapons. His Sergeant Major is flying the helicopter.
Inside the Terror Drome, Zarana, Thrasher and Monkeywrench are evacuating all Cobra personnel; she launches the firebat to attack Destro. As the air battle is going on, they charge out in the Thunder Machine just as the Terror Drome blows up. Sergeant Major is able to take out the firebat,
Back at the US Embassy, all the important documents have been destroyed and the building is set with charges to be blown up. Ambassador Winthrop has in his possession secret incrementing files about the very corrupt N.A.B.M. and its illegal dealings with General Villavaca's government. As the Joes with the Ambassador exit the Embassy, Villavaca's Army surrounds them. The Embassy blows up and is the diversion needed for the Joes with Winthrop to escape.
At the airport, Wild Bill, Maverick and Crazylegs are guarding the extraction plane for the Ambassador. They are refusing to allow any refugees onto the plane. Zarana and the Dreadnoks pull up and want extraction also. Further down the runway Hawk's group is racing towards the plane being chased by Villavaca's army. Zarana grabs a refugee and threatens to kill him if Wild Bill doesn't take off right now. The refugees and the Dreadnoks are loaded onto the plane. Just as Hawk arrives with the Ambassador, Wild Bill takes off without them. The plane is hit several times by cannon fire from Villavaca's tanks.
Counter Revolutionary forces arrive to take out Villavaca's tanks. They offer to escort the Ambassador to the border, and thank Hawk for the radio tip about Villavaca's forces location. But Hawk never radioed them with any message. Later, Destro admits to being the one who informed the counter revolutionaries of General Villavaca's army's location.
In the Capital, Destro and Sergeant Major unveil the new Iron Grenadier uniforms, and Destro switches from the famous silver mask to a new gold one. Destro is planning on making big profits from selling weapons to both sides of the Sierra Gordo war.
Wild Bill and Maverick are crashing a much damaged transport plane. The plane is filled with Sierra Gordo refugees, along with Dreadnoks Zarana, Monkeywrench, Thrasher and his Thunder Machine. In the back of the plane, Crazylegs makes a very dramatic rescue of a little boy named Migelito just as the Thunder Machine comes crashing into the bulkhead of the plane. The plane finally crashes into jungle.
Once Crazylegs helps the refugees exit the now burning plane. He checks the cockpit, where Wild Bill, Maverick, Zarana and Monkeywrench are relatively unhurt but Thrasher has been knocked out when his face was smashed into the instrument panel. All are cleared from the plane just as it blows up.
In the capitol of Sierra Gordo, Rio Lindo, Destro and Sergeant Major are meeting with General Villavaca and Chip Goodfellow. Villavaca wants Destro to find and kill US Ambassador Winthrop, who has escaped into the jungles with Hawk and Counter Revolutionary leader El Jefe. Winthrop has top secret, very incrementing files about the North American Banana Monopoly, Gen. Villavaca and Chip Goodfellow. Goodfellow then proceeds to pay Destro in cash a down payment to hunt them down in his helicopter.
In the jungle, Hawk's group comes up to a small compound. Inside the compound is a guide that will escort them, along with Winthrop, to the border. They sneak into the compound but just as they are about to attack Winthrop trips and gives their position away. A firefight erupts on the spot, Winthrop and several of the counter revolutionary soldiers are shot. Roadblock opens up with his .50 cal clearing out the main building housing the Sierra Gordo military force.
Hawk and his small force hold up in this the compound as Villavaca's forces surround it. General Villavaca forces Lieutenant Montaya to order his men to cross the open ground between his cover and Hawk's controlled compound. Roadblock, Psyche-Out, Hawk, El Jefe and many of the counter revolutionary soldiers open fire killing many of the soldiers as they charge across the open ground..
Destro arrives in his helicopter, Hawk is expecting to get blown up, when Destro starts firing on Villavaca's men. After Destro lands he cuts a deal with El Jefe. The deal is Destro will help put El Jefe in charge of Sierra Gordo, plus supply him weapons, in return he will then nationalize the North American Banana Monopoly Company, and put Destro's company in charge of running it. Hawk and Ambassador Winthrop can stand by and do nothing as the deal is made.
Hawk and Winthrop escape with the secret files as Destro and El Jefe head into the capitol to find Gen. Villavaca.
Dreadnoks Zarana, Monkeywrench and Thrasher with Joes Wild Bill, Crazylegs and Maverick along with a group of Sierra Gordo refugees, have all just survived a plane crash that has left them in the middle of the jungle. Thrasher has several injuries including a broken arm, broken nose and has been knocked out by Crazylegs.
General Villavaca has diverted his troops away from the capital to seal the border and hunt for the Joes. Some of these soldiers are in a bus headed towards the crashed plane. Zarana along with Monkeywrench and the unconscious Thrasher, are disguised as refugees and accepted onto the bus. Once sitting Zarana wakes up Thrasher and hits his broken arm, pissing him off, he then proceeds to beat up 20 soldiers with an entrenching tool. They gain control of the bus and in order to stop Thrasher Zarana simply knocks him out again.
At the office of the North American Banana Monopoly (N.A.B..M.), Chip Goodfellow tells General Villavaca that since Ambassador Winthrop escaped with the secret files they are both going to be in big trouble, so he should loot the treasury and escape to Switzerland. Chip Goodfellow then calls Bob, the company's seaplane pilot, to make sure it is prepped to fly, all this is done as he is stuffing stacks of Sierra Gordo's money into a case.
Gen. Villavaca arrives at the Treasury and Destro, Sergeant Major and El Jefe, the leader of the Counter-Revolutionary are waiting for him. Destro cuts a deal with Villavaca, requiring him to take Destro to Goodfellow, who is about to escape with most the countries money.
As the bus with the Joes, Dreadnoks and refugees enters the city, they bust through an army roadblock which leads to a street chase and gunfight. In order to find an escape Wild Bill suggests heading to the port. In the jeep chasing the bus is Captain Perez.
The bus is speeding into a very busy intersection. And coming from the other direction is General Villavaca with Destro, Sergeant Major and El Jefe altogether. A collision between Gen. Villivaca's and Captain Perez's jeeps happen, leaving Perez mortally wounded. As the dying Perez sees Villavaca in the jeep with the counter-revolutionary leader El Jefe, he calls him a traitor and kills him just before dying. The bus is able to escape.
At the port, Bob the pilot is finishing inspecting the seaplane. Chip Goodfellow has already gotten on board. The bus arrives at the dock and all the refugees, Joes and Dreadnoks pile onboard, and Maverick takes off. Destro arriving to late sees the plane take off with Sierra Gordo's money.
Inside the plane, Thrasher is still angry and wants to open a window to help him breathe better. Chip Goodfellow comes out and holds all of them at gun point. Thrasher really annoyed now, pushes Goodfellow out the door of the plane, himself falling out but hanging on with his one good hand. As Goodfellow and all the money falls into the ocean, Crazylegs pulls Thrasher back into the plane.
On Cobra Island, Dr. Mindbender has finished his latest creation, the Star Viper. This is a genetically, computer enhanced Strato-Viper and the only human that can pilot the new Stiletto, Cobra's rocket-plane. By plugging himself into a direct feed he can enhance his speed and reflexes and do things at speeds no normal human can do.
So Serpentor sends him on mission to infiltrate the Joes base, The Pit III. And then he begins to plan to complete take over of Cobra.
On another side of the Island, Fred VII (Cobra Commander) and the Baroness are watching what Dr. Mindbender and Serpentor have been talking about through a secret spy camera hidden in one of Serpentor's BATS. The Baroness goes into planning mode to try to counter act Serpentor's coming take over plan. Fred, not really caring much, grabs the Baroness and they kiss.
The next day in Utah, the Star Viper has a BAT driving an 18 wheeler truck up and down the nearest road to the Joe base. Coming the other direction are new Joes, Skidmark and Windchill driving the Desert Fox and Wildcard driving the Mean Dog. The Star Viper is pretending to be a hitchhiker. As they pass him Windchill spots him standing on the side of the road, and then he just disappears. As they arrive at the base Gung-Ho checks them in, and Spirit gives them access to the lower levels of The Pit III.
As the New Joes are getting the tour, given by Iceberg, they are told about this new black box that is being installed in the GI Joe shuttle. The black box is a super high tech, super secret receiver/decoder/data link that can read any signal from any spy satellite.
Up in the rafters of the of the Shuttle bay, the Star Viper is listening. The Star Viper was able to get past the Joe security riding underneath the Desert Fox. Earlier when he seemed to disappear, he actually used his enhanced speed to hitch a ride on the Desert Fox without anybody knowing.
Late that night, the Star Viper steals the black box. Rigging a pressure release charge to the main doors of the Pit, he then goes to exit The Pit. Inside the main exit room, Lade Jaye and Flint are making out when the Star Viper interrupts them throwing Lady Jaye across the room as Flint hits the intruder alarm. He then steals an A.W.E Striker and takes off. All the Joes scramble to their vehicles and when they try to open the main door the charges go off, blocking the door. The only vehicles available are the Mean Dog and Desert Fox.
Tunnel Rat, Flint, Lade Jaye join Wild Card, Windchill and Skidmark on the vehicles to pursue the Star Viper.
The BAT that is driving the truck shows up and the Star Viper jumps on the fast moving truck, climbing inside the trailer. The Joes are about to blast the truck, when the trailer opens up, the Stiletto piloted by the Star Viper shoots out of the truck just as it is destroyed.
Flint says it best, "Even if the anti-tamper devices on it work, the honchos at the Pentagon are not going to be happy about secret expensive toy going missing."
On Cobra Island, Croc Master is investigating a small camp fire. There appears to be no one around so he leaves. Underneath the fire, in a hidden hole is Captain Minh.
Spirit and Mutt are investigating the intruder who broke into the Joe shuttle base in Utah when General Hollingsworth flies in and orders Hawk to send a recon team to Cobra Island. The first Star Viper lands on Cobra Island to what would have been a victory celebration for stealing the black box from the shuttle base until Cobra Commander (Fred) and Serpentor get into an argument that quickly becomes a fistfight broken up by various cobras.
A Tomahawk lands on the Flagg with the operations and recon team for the cobra island mission. Keel Haul sends the Recon team in on a captured MAMBA (captured in the Yearbook 4).
The battle goes poorly for Serpentor who is backed by Dr. Mindbender, Tomax and Xamot, and their Crimson Guards and BATS. Serpentor's personalities argue on how the war should be fought. Serpentor makes his base in the landlocked freighter on Cobra Island. The MAMBA flown by Lift Ticket with three Joes in each pod heads toward Cobra Island, while a BAT with a hidden camera spies on Serpentor and Mindbender's plan to deal with Washington.
Mindbender leaves the island in his own helicopter, as Fred sends another MAMBA to shoot him down. As the MAMBA prepares to fire on Mindbender, Lift Ticket in their MAMBA shoots him down. The recon team is dropped off on the island where Captain Minh is watching as he makes his way to kill Fred. A cruise ship in the Caribbean is full of Iron Grenadiers heading towards Cobra Island.
The recon team continues to watch the baroness attack Serpentor's position on the land locked freighter without success. Cobra Commander (Fred) orders her to maintain a direct assault while he is unhappy with the security Zartan and the Dreadnoks are providing for him. Serpentor is informed of the deal reached between Mindbender and the Joes.
On the Flagg Hawk and the support team are met by Gen. Hollingworth and Dr. Mindbender. Where Hawk is informed that nearly the entire Joe team including Battle Force 2000 has been called up to support Serpentor. Meanwhile Falcon and the recon team are ordered to attack and take the tower of the airport on the island that Fred controls and is heavily guarded. Spirit captures Capt. Mihn who offers to take them to the tower unseen. The recon team crawls through a sewer and sneaks up on the guards in the tower killing them. The rest of the Joes land at the airport and Liftticket's Tomahawk is destroyed by a MAMBA. The Whale destroys half of the ASPs before it is destroyed.
Serpentor leads a Hiss charge that breaks the Baroness' lines. While on the airstrip the Joes destroy the rest of the ASPs allowing the 2 c-130's transporting most of the Joes to land on the island. Fred in the Thunder Machine with the dreadnoks attacks a C-130 setting it ablaze. Buzzer grabs Hawk as they drive by and they start to fistfight on the speeding Thunder Machine as Serpentor with the Baroness tied to his Hiss approach the battle. Thrasher retreats as the cruise ship unloads all of the Iron Grenadiers onto the shore...
The Thunder Machine with the Dreadnoks and Cobra Commander along with Hawk (who is still fighting Buzzer) has crashed into the DEMON carrying Destro locking the bumpers. Destro bails out and the DEMON fires on the Thunder Machine flipping it while the Iron Grenadiers continue to come ashore. Hawk and Buzzer continue to fight on the ground as Serpentor's forces approach the airfield. Hawk is rescued by Roadblock in an A.W.E. Striker. Zartan approaches the airfield with a MAGGOT column from the west.
Using Monkeywrench's grenades, Thrasher rights the Thunder Machine, and after being threatened by Cobra Commander manages to restart it and escape. Zartan and Serpentor begin lobbing artillery at each other. Serpentor then orders Cutter to reinforce the flank, Cutter makes an official complaint about Serpentor's treatment of POWs before having the captured ASPs fire on Zartan's MAGGOTs.
Wild Bill in a Tomahawk and Maverick in the Vector strafe Zartan as Cobra Commander and the Dreadnoks rejoin the line.
Destro returns to the beach to a lounge chair with umbrella, and while butlers serve him iced tea, he orders the Iron Grenadiers fall back for lunch as well. The Joes charge Zartan and Cobra Commander's position. An A.W.E. Striker is hit and Roadblock pulls Crankcase out of the burning wreckage. Hawk And Serpentor argue over the chain of command.
Several MAMBAs attack Wild Bill and Maverick. Wild Bill is shot down and manages to land in friendly territory. The Recon team is watching all this from the tower but are under orders just to observe. Serpentor's Rattlers and Fangs fly in and shoot down the MAMBAs. Once more Serpentor's forces and the Joes charge Cobra Commander's lines. Cobra Commander counter attacks and as they lines charge.
Destro attacks with AGPs and his DEMONs. Serpentor and the Joes retreat, as do Zartan and Cobra Commander. As Destro begins setting up his HQ in the tower the Recon team escapes into the drainage system, which is rapidly filling with rain water. Tunnel Rat sees that Destro's troops are at the entrance to the drainage system and he can't get them out that way. Capt. Mihn says he knows a way out but the Joes will not like it
Destro has set up a double defensive perimeter around the airfield as Serpentor and the Joes retreat to the North West and Cobra Commander and Zartan head North West. Falcon and the recon team listen in on Destro before escaping the drain system through a sluice tunnel just before the Iron Grenadiers get down into the drainage system. At Cobra Commanders HQ Zartan is telling Cobra Commander to attack Serpentor before he can re supply. Serpentor discovers the hidden camera in the bat and destroys it. Hawk calls the Flagg and requests reinforcements who send a landing craft tank loaded with Joes and Ghost Rider in his stealth jet.
Back in the sluice tunnel a swarm of rats crawl all over the Joes just before an Iron Grenadier dumps left overs on to them. Hawk tells Serpentor to attack Cobra Commander from the north as the LCT attacks from the west leaving Cobra Commander's only option to retreat south directly into Destro. Ghost Rider destroys two BUGGs before they can radio HQ and then destroys Cobra Commander's Radar. Serpentor attacks Cobra Commanders HQ. Cobra Commander orders his troops off the west flank to defend the north wall against Zartan's advice, Zartan then runs off.
Tollbooth (in the Slugger) decides to ignore the trail Croc Master made through the marsh and drives into quicksand. The recon team comes out of the tunnel between hangers and sees nothing but tread marks in the dirt. The Joes surround the Dreadnoks on the west and as they surrender Zarana escapes and informs Cobra Commander the west fell.
Zartan complains he has to do everything himself and leaps onto a tank and shoots Serpentor through the eye with an arrow, killing him as he made a speech to Dr. Mindbender about how he could feel victory. Dr. Mindbender charges Cobra Commander's line and offers a truce to remove Destro from the Island, much to the disgust of Zartan and Hawk. Destro shows up and says he'll leave if he is given the Baroness. Dr. Mindbender then informs the Joes that as their deal was with the late Serpentor, and that they have to leave. Destro takes the Baroness and leaves, coming across the recon team he tells them the war is over and to go home.
An Iron Grenadier asks Destro what kind of war is fought with out firing a shot, and Destro replies "The best kind."
With the Cobra Civil War over, GI Joe is vacating the island with Fred VII (as Cobra Commander) & Zarana's supervision. As Lady Jaye lands to help evacuate the wounded, Zarana makes a smart ass comment. Lady Jaye then starts a fist fight with her. After several good hits by both , the fight is finally broken up. And the Joes finish loading up and take off.
Sitting on the deck of his cruise ship/troop carrier Destro and the recently reacquired Baroness are talking about the invasion. Destro is very pleased about the first major engagement of his new army, the Iron Grenadiers. The Baroness tells Destro that Fred VII is acting as an imposter of Cobra Commander.
In the bottom of the Cobra freighter, Dr. Mindbender is packing the dead body of Serpentor into a storage container. He then meets Fred VII on an upper deck. Captain Minh jumps down from the ceiling grabbing Fred's helmet and attempting to twist it of, which would set off a big explosion. In order to keep his secret, Fred makes a deal with Minh. The deal is an unarmed Cobra Hydrofoil for his silence. Dr. Mindbender has known about Fred's identity awhile now (see Yearbook #4). So an agreement is made. Dr. Mindbender gets to keep Serpentor's body in exchange for keeping Fred's true identity a secret.
At the Pentagon, General Hollingsworth, Hawk and Roadblock are going into a meeting with the Committee of Generals, better known as the Jugglers. Hawk demands to know why the Joe team was sold out. General Malthus responses with the claim that since the Joe team was on the losing side, Serpentor's side of the Cobra Civil War, it makes the US armed forces look bad. He suggests that Hawk invaded Cobra Island without orders to do so, which is a complete lie that is intended to cover the Jugglers backs.
The MP's are called in, Gen Hollingsworth, Hawk and Roadblock are relieved of command, arrested, remanded to a psychiatric hospital for evaluation and the rest of the Joe team is also to be arrested. As they are escorted to the cars the press shows up, General Malthus makes a public statement about the GI Joe team over stepping its authority.
In the car, they are concerned about being put somewhere that an accident can happen before they are able to tell their side of the story. So Roadblock volunteers to escape and tell the news of what really happen. Roadblock then breaks out of his hand cuffs, kicks open the car door, steals a motorcycle and heads into downtown Washington DC.
As Destro and the Baroness are watching the news about Hawk's arrest, Roadblock's escape the manhunt for him and the GI Joe's quarantine, the Baroness suggests that now is Destro's chance. At a house in Georgetown, Dr. Adele Burkhart is about to go to bed, when her doorbell rings. Roadblock is standing there, and despite her differences in the past with the Joe team, she lets him in to listen to the real story.
At Dulles Airport in Washington DC, Storm Shadow, Jinx and Billy are being arrested by the DOA (Domestic Operation Agency). As they are escorted to the car, Rock 'n' Roll drives up in yellow car with red flames. The ninjas easily slip out of their cuffs and disarm the agents before jumping into Rock 'n' Roll's car. In order to lose the agents following him he drives the car into a car wash, where it washes off the yellow paint, leaving it as a green US Army car.
Later at Dr. Adele Burkhart's house, several of the Joes have collected including Roadblock, Jinx, Billy, Storm Shadow, Rock 'n' Roll, Grunt, and Grunt's girlfriend Lola. Additional Joes show up in a telephone truck, those are Bazooka, Barbecue, Flash, Wet Suit, Snow Job, Steeler and Zap with Cover Girl and Dusty in the driver's cab.
Destro and the Baroness leave his cruise ship bound for Washington DC.
Senator Hegel is complaining to General Malthus about how ineffective he has been in arresting the last remaining Joes. They talk about how free and clear they are of the Cobra Island debacle, and that the supplies for the mission were contracted through outside channels. Their plan is to blame everything on Hawk and General Hollingsworth.
Malthus and Hegel have a news conference were they put the complete blame on the Joes.
At the psychiatric hospital, where Hollingsworth and Hawk are being held, the Joe team has arrived. The ninjas quickly take out the agents at the front door. As the rest of the Joes spread out, Dr. Adele Burkhart and Roadblock stand in front of the news cameras and ask to see Hawk and Hollingsworth, she believes that there civil rights are being violated and wants to hear their statement of defense. The DOA agents, dressed as doctors and nurses, are trying to stop the news cameras. One of the agents gets antsy and starts firing into the crowd gathered around the Joe team. Several Joes are hit, but Burkhart refuses to duck from the bullets flying around her, but Roadblock tackles her before she can be shot.
Upstairs, Hawk and Hollingsworth hear the gunfire and attack there guards. They are able to arm themselves and then hold up in the corner of their room. General Malthus desperate to take advantage of the situation and kill Hawk, throws a grenade into the room, Hawk and Hollingsworth cover themselves with a bed. The situation calms down as everybody waits to see if Hawk and Hollingsworth survive.
As the news cameras roll, Destro makes an entrance to personally hand General Malthus his receipt for the supplies that he bought from M.A.R.S. These are the supplies that the GI Joe team used during the recent invasion of Cobra Island.
Hawk and Hollingsworth having survived the grenade attack are cleared and released.
Destro was personally offended by the actions of the Generals and he respects Hawk to much to see the US Government turn on him.
The Dreadnoks, Buzzer, Torch, Ripper, Monkeywrench, Zanzibar and Thrasher, have just left the latest Cobra scam which is called "Free Introductory Seminar: How to become filthy rich from real estate without having any capital or even moderate intelligence" and run by Zarana and Zandar.
As the Dreadnoks drive along the New Jersey highway, they spot an Army convoy, so they do what Dreadnok do and attack it. Buzzer slashes the tires, Torch sets them on fire, Zanzibar shoots one and Monkeywrench steals a crate off the back of one of the trucks.
At Zartan's Gas Station, also in New Jersey, a small Joe team of Mutt & Junkyard, Law & Order and Cross Country and his HAVOC are staking out the place hoping that someone will show up.
At the Cobra Consulate building in New York City, a Tele viper has just discovered a GI Joe bugging device that has been installed in their satellite up link. (See Special Missions #7).
The Dreadnoks show up at there gas station hideout. But before they can start to party Thrasher smells something out in the swamp; the Joes. So Buzzer rides of into the swamp on his motorcycle with his chainsaw in hand. Junkyard takes of running, actually drawing Buzzer away from the Joes, but Buzzer catches him with his chainsaw and then speeds back to the gas station. Mutt immediately opens fire on them and the battle is on.
The Dreadnoks return fire from the gas station, as Cross Country fires up his HAVOC. The Thunder Machine comes at the Joes from a different angle, Buzzer opens the stolen crate, which is a wire guided anti-tank missile; the M-47 MAW Dragon. Buzzer sets himself up and fires it right at the HAVOC as it pulls out. But Order saves the day by attacking him causing him to miss.
The Thunder Machine and the HAVOC are circling each other trying to get there forward facing weapons pointed at each other. Cross Country does a quick skid move to win the position battle, firing directly into the Thunder Machine, pretty much destroying it, he then finishes it of by running over it.
Cross Country captures Thrasher and Monkeywrench, and Order and Law have captured Buzzer. As Mutt checks on Junkyard, who is alive but with a nasty cut, Mutt gives Buzzer a swift kick in the head.
200 miles from Cobra Island, a small piece of land is rising out of the Gulf of Mexico. A Joe team and Cobra team are circling as with the intent to claim this newly created piece of land for themselves. Wild Bill's plane drops a group of new Joes onto the rock. These new Joes are Hardball, Charbroil, Hit 'n' Run and Muskrat and the team leaders are Outback & Rip Cord.
In the Cobra helicopter, Dr. Mindbender and Firefly are preparing to drop down onto the rock also. But first they drop in several BATS, which on landing are broken apart.
As the Joes parachute down to the rock, the half destroyed BATS fire up at them. Hardball takes them out with a grenade. Charbroil then flames the Cobra helicopter causing it to crash at the base of the rock.
With the Joes holding the high ground, Cobra reinforcements of Maggots and Buggs arrive to support Firefly and Dr. Mindbender.
The only support the Joes have is coming in the form of the Rolling Thunder with Duke and Rumbler. Lift Ticket is flying it in his chopper with Ghostrider flying the stealth fighter as escort. A fierce battle is taking place on the island. The Maggot's artillery is unable to fire on the Joes, due to the small size of the rock. With the Joes still holding the high ground, the Cobras are pinned down, and the fighting is now a stalemate until the Rolling Thunder and Ghostrider show up.
Ghostrider takes out several of the Buggs and Lift Ticket drops the Rolling Thunder right in the middle of the line of Maggots. Rumbler is able to destroy most of the Cobra artillery and then begins chasing the Cobra infantry up the hill towards the top of the rock. Hardball takes out a large group of BATS dropped in behind them.
When all of a sudden the rock begins to fall apart and sink. Then it becomes a rush to save everybody. Lift Ticket returns at the last moment to hoist the Rolling Thunder and the rest of Joes to safety.
Dr. Mindbender, Firefly and the rest of the Cobra infantry are left in the ocean, as the rock disappears back under the surface, later to be picked up by the Cobra helicopters.
