Comics#4

Crimson Guardsman "Fred Broca" is keeping watch on Fort Wadsworth from his house. Just before a convoy of Joe vehicles enter his field of vision, he receives a phone call from Cobra Commander, and he misses everything. He is told by the Commander to expect a couple of guests at his home. From McGuire Field, Snake-Eyes is being flown by Wild Bill and Ace out to his log cabin in the High Sierra Mountains. Zartan, snooping around the field, managed to bug the plane. He calls Cobra Commander and offers him the transmission frequency of the homing device he planted.
Later over the Sierras, Snake-Eyes parachutes from the cargo plane, and Hawk orders Airborne and Spirit Iron-Knife, two Native Americans, keep watch on Snake-Eyes from a distance. Meanwhile, Destro and Firefly have arrived at Fred Broca's house. There they receive orders from Cobra Commander to head out to the High Sierras. Snake-Eyes is out playing catch with his pet wolf, when Spirit realizes that Snake-Eyes saw him, ten miles away, hidden in the thick branches of a tree. Destro and Firefly discover from locals where Snake-Eyes' cabin is, and drive up to it.
In Springfield, Major Bludd and the Baroness inform Billy of their plan to assassinate Cobra Commander. He is to carry a bouquet of flowers up to the Commander, saying a silly poem written by the Major. He is then to pull a pistol out of the bouquet and shoot the Commander at point-blank range. Destro and Firefly arrive at the log cabin, and when Snake-Eyes steps out, they open fire on him. Airborne and Spirit hear the gun-shots, and run to the cabin. Destro fires a wrist-rocket at the cabin, taking out the door. Snake-Eyes fights back, destroying the Cobra's car. Firefly tosses a grenade through a window, and before Snake-Eyes can get rid of it, it explodes, seriously hurting the Joe. Spirit Iron-Knife and Airborne arrive at the scene and pin down the Cobras. Destro manages to get into the cabin, and aims his pistol at Snake-Eyes, who is lying on the floor. Before he can pull the trigger, the wolf jumps him. Fred Broca wounds Airborne, but as he falls, Airborne wounds Firefly. Spirit Iron-Knife takes out Broca, but Firefly manages to drop a satchel charge into the cabin's chimney. Destro sees the charge fall in, and knocks the wolf away. He then runs out. As he and Spirit shoot it out, the charge explodes, obliterating the cabin. At the end, only a wolf is standing in front of the flaming wreck.

Destro, Spirit Iron-Knife, Firefly, Airborne and Fred Broca are laying on the ground, all wounded from the destruction of Snake-Eyes' mountain cabin. A chubby old man comes walking up the slope, waving away the vultures. He stops by Spirit, and offers him some water. Destro sees him, and fires two wrist-rockets at him from behind. Without even seeing them, the old man uses his pick-axe to bat away the rockets. He unmasks himself, revealing himself to be the Soft-Master, the ninja master who helped train Snake-Eyes and Storm Shadow. He tosses the Cobras their weapons and tells them to leave; he has work to do. To weak to fight, they do leave.
At the Pit, the Joes are getting ready for their opening ceremony of the upgraded Joe headquarters. Some are also worrying that something may have happened to Snake-Eyes. Back in the High Sierras, the Soft-Master is telling the Joes that he needed to let the Cobras go. All the while he is pulling the bullets out of Airborne's leg. Right after that, he asks Spirit Iron-Knife to help him remove the debris off of the door on the ground that leads to Snake-Eyes' underground chamber. In Springfield, Billy is working with the Baroness and Major Bludd, practicing the way that he'll assassinate Cobra Commander.
On their motorcycles on the highways, the Dreadnoks are trying to explain to Zartan why they did what they did at McGuire Airfield. While they ride, they find an Arbco moving truck lowering its back door, allowing the Dreadnoks to ride up into it. The trailer is really Cobra Commander's mobile office. He is inside, and asks the Dreadnoks to be his personal bodyguards. Little does he know that Storm Shadow is riding on the roof of the trailer, listening to everything.
While Snake-Eyes and Timber lay unconscious, Spirit walks off to go find food and firewood for the mountain group. Farther down the mountain, Firefly wakes up Destro, telling him that while they were asleep, Crimson Guardsman Fred Broca took a gun and headed back up to the cabin sight to kill the Joes. They know they have to go stop him. In Springfield, the Commander has left the Arbco moving truck, only to be met by Storm Shadow. He immediately offers to double the ninjas pay as a bodyguard. He also promises to reveal to Storm Shadow who killed his uncle, as long as he protects him during the upcoming celebration. He knows full well that the Baroness and Major Bludd are trying to kill him. Storm Shadow also explains how he escaped from Alcatraz. After using a mattress spring to pick the door lock, he found a hose to breath from and rode underneath a boat heading back to San Francisco.
The heavily-wounded Fred Broca has arrived at the cabin ruins, ready to kill. The Soft-Master merely holds his arms out and tells him to go right ahead. Farther away, Destro and Firefly run into Spirit, only to find that he is trying to avoid a bear! The furious bear then chases the soldiers up a tree, and Firefly tries to drop a satchel charge on it. Spirit, seeing that the tree could go down in the process, grabs the charge, and leaps from the tree. He tosses the charge around the bears neck, and tries to get it to chase him away. The bear doesn't follow, and explodes by the tree, causing it to collapse. Destro and Firefly are forced to ride the tree as it goes crashing off of a cliff. Luckily for them, it crashes into a river, and they survive. Spirit returns to the cabin, and sees that Broca died, realizing that killing the Soft-Master would have brought him no satisfaction. His wounds eventually finished him off. At the Pit, Scarlett is furious to see two strangers enter the building. She demands to see their I.D. Rip-Cord is obedient, but Lady J just gives Scarlett a bunch of sarcastic slams. Scarlett gets really mad. At Fred Broca's house, his children come running out to meet him, only to realize that this really isn't their father. This is a Cobra agent made up to look like their father, and to take his place in their lives.

The Joes are preparing for the grand celebration opening of the newly upgraded Pit headquarters. Scarlett goes to the infirmary to check up on Snake-Eyes, who is sharing the room with Airborne and Spirit Iron-Knife. While there, they realize that Spirit has sneaked out of the room while they were asleep. At a nearby mall, Rip-Cord and Blowtorch are escorting Spirit to a florist's shop, where he plans to find some more traditional medicines in the plants there. While there, he sees Fred Broca, the Crimson guardsman he just recently battled in the High Sierras. He does not know that this is the second Fred Broca, surgically altered to look like the first. He's with the first Broca's family at the mall, trying to look inconspicuous. Spirit immediately takes off after him.
In Springfield, Destro has returned to find the Baroness having no trust in him. To show her that she can trust him, Destro takes off his mask, causing her to faint.
Back at the mall, Spirit has stopped Broca to ask him a few questions. His wife swings her purse at Spirit's head, knocking him down with some super-hard substance in the purse. The Cobras run off as Blowtorch and Rip-Cord come out to help Spirit. At the Pit, Roadblock is teaching everyone how to properly spread anchovy-paste. Clutch and Breaker are trying to convince Cover Girl to mud-wrestle with Scarlett. She tells them to drop dead. Back at the mall's parking lot, the Broca family escapes in their car. The wife reveals that her purse is full of grenades. She destroys the Joe VAMP jeep with one. A "Bongo the Balloon Bear" birthday supply van drives up to the Joes. The driver, dressed in a bear costume, offers to give the Joes a lift. Luckily, Blowtorch's gear survived the VAMP explosion and he puts it on. They chase after the Brocas. Storm Shadow assures Cobra Commander of his safety in Springfield. The Baroness has told Destro of her and Major Bludd's plans to use a boy to assassinate Cobra Commander.
The chase on Staten Island goes on. The Joes dodge a rocket fired from the Broca car and manage to pull up next to it. Rip-Cord climes out of the Bongo van and jumps onto the car. Mrs. Broca almost shoots him off, but Spirit pulls him back. Bongo decides enough is enough, and jumps out. The Joes promise to return the van, but soon lose track of the Cobras. In Springfield, the giant ceremony has started, and Cobra Commander is giving his big speech. The children bearing flowers approach the commander. Destro looks down with binoculars to see which kid is carrying the gun. He sees that it is Billy, and runs down the bleachers. Billy pulls out the gun and starts the poem. Storm Shadow raises his sword to stop Billy. Destro jumps into the scene, pushing Storm Shadow aside and knocking the gun away from Billy, causing him to just barely miss Cobra Commander. Destro tells the Commander to take a close look at the boy, saying patricide is one thing that he will not tolerate. Then the Commander and Billy realize that they are related.
At the Pit, everyone is about to listen to a big long speech from General "Iron-Butt" Austin, when the elevator comes down carrying the Bongo Balloon Bear Van. The Joes open the van, letting out all the balloons in celebration. The general decides to skip the speech and start the eating. Still, in the mess hall the general announces that all the original Joes, except for Snake-Eyes, will be given raises and receive medals. They will also become the full-time operators of the Pit. The newer Joes, as well as Snake-Eyes, will become the field troops. Hawk happily gives field command to Duke.
Later, Rip-Cord returns the van to Bongo, and finds out that it is a young lady in the costume. She asks him out to dinner, and they drive off.

At McGuire Air Force Base, Ace is taking Lady Jaye up for a flight on a newly upgraded Skystriker. At Springfield Municipal Airport, Wild Weasel is taking the Baroness up on a newly upgraded Rattler. Little do they know, their paths will cross.
Early on, Ace shows Lady Jaye how the Skystriker's radar filters out civilian aircraft and vehicles. They easily avoid a civilian passenger jet. At the same time, Wild Weasel shows the Baroness how the Rattler can fly extremely low to the ground and automatically avoid obstacles. They follow along a highway and dodge overpasses. While along the highway, the Baroness sees a blip on the radar, looks up and sees the Skystriker flying far above. Luckily for the Cobras, they are in the Joe's blind spot. Ace's radar detector senses the radar blip, and he realizes someone is in his blind spot. Wild Weasel initiates a firing sequence and launches two missiles. Ace shoots out two Electronic Counter Measures infra-red flares which destroy the missiles, but the Skystriker still gets a little damage. The right tail plane is burning, and the transmission antenna is destroyed. The Joes pull a three-gee turn and come up underneath the Rattler. Ace fires the Vulcan 20 Mike-Mike cannon, and shoots up the cockpit of the Cobra jet. No one is hurt, because of the aircraft's titanium steel armor.
Wild Weasel flies over neighborhoods, canceling Ace's ability to fire missiles. The Baroness swivels around the Rattler gun-turret, and blasts the Skystriker's cockpit. Ace survives but his helmet is ravaged. Lady Jaye is forced to take the controls until he can get his helmet off. Wild Weasel flips around behind the Joes and opens fire. Ace throws off his helmet and hits the afterburners. The Joes rocket into the air. The Cobras decide to take cover in the ground clutter and stay low. Unknown to them, the Joe's new radar can still see the Rattler while it flies in the same direction. Ace flies up behind the Rattler, chasing it out to sea. Just before Ace can fire his missiles, Wild Weasel hits the brakes, causing Ace to waste four missiles. The jets end up turning around and facing each other. The Rattler fires four of its missiles. The Skystriker plows into a hard right turn, the missile's servos go out of whack, and they miss.
The Rattler hugs the ground again, but makes a ninety-degree turn, throwing it out of the Skystriker's radar. Ace flips a coin to determine which way to go. Luckily, he goes right. The Joes find the Cobras flying over a junkyard. Ace figures it'll be okay to fire missiles at a junkyard, and pulls the trigger. Wild Weasel sees the missiles coming, and fires all of his remaining missiles into the ground. The huge explosion causes Ace's shots to miss. The now missile-less aircraft are forced to come head-on to each other and fire their rapid-fire cannons. Unfortunately, neither one manages to finish off the other. The two pilots realize that there is nothing more that they can do except salute each other as they fly by. Lady Jaye and the Baroness are enraged that the two men are just letting things go and returning to base. The pilots say nothing.

In a corner of Cobra Headquarters under suburban Springfield, the Dreadnoks are admiring Zartan's new high-tech motorcycle. Buzzer demonstrates to Ripper and Torch how it can project holograms around itself, making it appear to be other things. Then he gets the idea to take it for a ride on the highway. The other Dreadnoks follow on their bikes. Not far away, riding along the interstate, are three Joes driving to California to go surfing. Rock n' Roll is taking Clutch and Breaker to Malibu in his prize '56 Bel-Air Nomad. While driving along, something cruises by his car and rips a giant slash along the side. Rock n' Roll is furious. It turns out that Ripper gouged the car as he and the Dreadnoks drove by it. The Joes start chasing them along the highway. After dodging some burning hay that Torch lit up, the Joes approach a tunnel. Suddenly an enormous semi-truck comes rushing towards them. Rock n' Roll is forced to swerve out of the way and crashes into the hillside. His car is totaled. While lying in the wreckage, Rock n' Roll sees the license plate on Buzzer's bike. It reads "ZTN-123."
A few miles away, a rather gloomy-looking bus with the plate numbers "ZTN-456" stops to pick up an elderly lady. It eventually passes by the police cars and ambulances parked around the wreckage of the Bel-Air. The Joes are being placed onto an ambulance. Ten miles further away, parked outside an airbase, the Dreadnoks have decided to use the holographic motorcycle to disguise themselves as a general's car and biker escorts. They get onto the airfield, and get to work destroying airplanes. After they slash and burn a few, Torch accidentally causes one to explode. The base authorities head out to see what happened. They find three guards, one on a jeep, two on motorcycles, telling them that the saboteurs drove off the base. The troops believe them and drive on. On an ambulance nearing the air base, Rock n' Roll looks out the window to see what all the military vehicles are in a craze for. He then sees a jeep with the license plate "ZTN-123" on it. He immediately grabs the ambulance steering wheel from the driver and chases after the jeep and its escort motorcycles. Trying to avoid the chasing ambulance, Torch swerves too far away from the jeep and out of the hologram's range. Rock n' Roll sees that these aren't troops, but are the Dreadnoks in disguise. He throws an air tank out of the window, hitting Buzzer's bike and blowing it up. The big bus "ZTN-456" now comes into the picture. It deactivates its hologram and reveals itself to be a large helicopter rolling along the ground. Zartan is driving it, and the old lady is still on board. Ripper and Torch drive onto the cargo deck, but Buzzer is grabbed from his bike wreckage by Rock n' Roll. The helicopter flies away. It eventually lands at Springfield Airport. The Dreadnoks realize that they're going to need to dispose of the old lady. When Ripper goes back to finish her off, all he finds is her clothes. Zartan realizes that escaping from a locked helicopter in flight is an amazing feat, one worthy of a ninja master.

G.I. Jane, the Joe freighter, is at sea in the South Atlantic. The WHALE had just been dropped off to go on a recon mission. Doc has brought hot chocolate to Deep-Six and Cutter, when Trip-Wire runs through the door. He has seen four anti-ship missiles heading for them on the starboard side. Cutter hits the controls for the radar-directed 30mm gatling gun. It takes out three missiles, but a wave hits the ship and washes out the gatling gun. The fourth missile is still on its way.
Twenty miles away, the WHALE is approaching a little island when it comes under heavy fire. The island has a small Cobra bunker on it, surrounded by Assault Systems Pods, a.k.a. "ASPs." Although Snow Job requests a tactical withdrawal, Torpedo has no intention of running away, and attacks.
Far away in New York, Snake-Eyes and Scarlett are riding the Staten Island Ferry back to Fort Wadsworth. Little do they know, Crimson Guardsman Fred Broca II has seen them. He and his troops plan to kidnap Scarlett. Since Snake-Eyes is wearing a rubber mask, they do not recognize him. He heads off to get food for Scarlett.
The missile hits the Jane. Multiple fires erupt. The WHALE jumps onto the island beach, taking out two ASPs along the way. The Joes find the island has a large lagoon in the middle of it, making the overall shape to be like that of a donut. Two Moray hydrofoils launch out to sea from the base.
On the ferry, the Cobra thugs grab Scarlett. Snake-Eyes rushes back, throwing the food at the Cobras. Fred II shoots at the Joe, but misses and hits a Cobra instead.
A pair of Cobra Sea-Rattlers fly up to the Jane and prepare to attack. Deep-Six runs onto the deck carrying an axe. Cutter drives and the other Joes fight fires. The Cobra ASPs swivel around to fire at the WHALE, which is just sitting in the lagoon behind them. The hovercraft then comes rushing at them, jumping out to sea, behind the ASPS again.
Two henchmen pull Scarlett into the interior of the ferry. Snake-Eyes injures Fred.
The Rattlers strafe the freighter's deck. Doc realizes that the only way to survive is to get the gatling gun running again. He and Trip-Wire run out to it. The ASPs are totally confused about where they should turn to shoot. The WHALE pulls up behind one of the hydrofoils and blows it to smithereens.
Snake-Eyes knocks the Cobra agents down a stairway, taking them out. Fred II walks to the top of the stairs and points his gun straight at the Joes.
Deep-Six uses the axe to chop open a crate holding a Joe missile-launcher. He fires it, and takes out one of the Rattlers. The second Rattler destroys the launcher, and circles for another attack. The ASP units commanding officer believes that the Joe hovercraft will double back, and orders all guns pointed out to sea. The WHALE comes head-to-head with a hydrofoil, and they pass each other shooting like crazy.
Snake-Eyes and Fred are shooting it out at each other, when the Joe commando jumps the Crimson Guardsman and knocks him out a door. He keeps the Cobra from falling into the water by grabbing his tie.
Doc plans to aim the gatling gun manually while Trip-Wire reconnects the circuitry to get it to fire at the Rattler. The ASP gunners see a boat driving in front of them out at sea and fire. Only too late do they realize that they have just destroyed their hydrofoil. The WHALE then comes cruising up behind them and destroys them all.
Fred realizes that Snake-Eyes is wearing a rubber mask. He pulls it off, only to be terrified at the appearance of Snake-Eyes' face. He falls into the water screaming.
The Rattler attacks the freighter, when Trip-Wire finally gets the circuits fixed. The gatling cannon destroys the jet. An ASP gunner is furious that the Joes destroyed their base, but the officer knows that Cobra truly came out on top. The base was destroyed, but the Joes left without finding out just why Cobra was keeping a base in the South Atlantic. Their operation in the Gulf of Mexico could proceed. The WHALE returns to the wreckage of the sunken G.I. Jane freighter and rescues their friends from the water. The other Joes are distressed that they are a thousand miles from nowhere, but Cutter points out to them that they are going to go home in style. The U.S.S. Flagg picks them up!

Rip-Cord, Gung-Ho and Blowtorch have gone to the Arbco Bros. Circus with Bongo the Balloon Bear in her van. The side door of the van accidentally gets pulled open by a trampoline, causing the balloons to all come flying out. Rip-Cord grabs a blanket, jumps off of the trampoline, impressively scooping up all the balloons and returning them to the van. Someone calls Bongo a geek in a bear suit, and she states that her real name is Candy. Bongo is only the business name. Rip-Cord is disturbed that she would tell someone else her real name, but not him. She reminds him that he won't tell her his name. She must call him "Rip-Cord" all the time. In a nearby tent, Tomax sees that Joes have come with the girl, according to expectations. A few miles away, in a military testing zone, Roadblock and Lady Jaye are driving HISS tanks in order to test a new Joe vehicle that they haven't seen before. The vehicle rushes around them in a cloud of dust. They try to fire at it but can't hit it. It eventually out-turns them and blows them up. They jump to safety. Duke introduces Flint, driving the new Joe Mini-tank to them. Flint brags about himself, only to get verbally slapped down by Lady Jaye. At the Circus, Tomax and Xamot learn from Destro that they have to capture these Joes on their own. No help will come from the shut-down city of Springfield. Blowtorch and Gung-Ho get on the roller coaster, and Rip-Cord and Candy enter the hall of mirrors. A large group of men in blue suits and hats enters the hall. In there, it looks as though Rip-Cord and his friend are surrounded by hundreds of thugs.
Back at Fort Wadsworth, Footloose enters the Motor Pool and is greeted by Wild Bill. He has to pick up a load of equipment at the beach, so he takes Footloose along in the Dragonfly for help. They fly by the circus, and wave hello to Gung-Ho and Blowtorch. In the hall of mirrors, the hit-men take off their suits, revealing themselves to be Crimson Guardsmen. They open fire in the hall, but lose Candy and Rip-Cord, who have escaped by hiding behind mirrors that they carry out.
On the roller coaster, Xamot is standing at the top of the loop, planning to shoot underneath the 'coaster, killing the Joes as it drives by. The Dragonfly is on its way back to base carrying Flint and the Mini-tank underneath it. They see Xamot shoot at the roller coaster. Flint jumps off of the tank towards Xamot on top of the loop. Footloose stays in the drivers seat and is lowered to the ground. Rip-Cord and Candy see Tomax in the big top, and run to attack him. Since Xamot is being beaten up by Flint, Tomax feels the pain from his twin brother, and can't defend himself. He jumps on a Cobra Ferret 4-wheeler and escapes. Rip-Cord and Candy are then surrounded by Siegies (CGs, a.k.a. Crimson Guardsmen). The roller coaster comes to a stop, and Siegies plan to pick up the Gung-Ho and Blowtorch's dead bodies. But the Joes jump up and knock out the Cobras. They remind them that modern roller coasters are built with reinforced steel, and shooting them from underneath was a waste of time. In the big top, Rip-Cord cuts loose a bag of sand hanging from a rope, grabs the rope and is elevated upwards holding Candy. They land on a platform high up. The Joe Mini-tank comes head-to-head with the Ferret, and they start shooting. But before any serious damage can be done, the 4-wheeler escapes by driving into a tent, off of a ramp, and through a burning ring of fire. The Mini-tank enters the big top, rescuing Rip-Cord and Candy. Tomax drives the Ferret up the roller coaster loop and saves Xamot from Flint.
All the good guys meets back together by the roller coaster. Gung-Ho is furious that the twins got away. However, Wild Bill calls in, saying that he is chasing the twins with the Dragonfly. He just about has them shot, but they escape into a giant sewer tunnel. Candy is furious at Rip-Cord, saying that she wants nothing to do with him ever again, and drives away. Rip-Cord is heartbroken.

In Springfield, Billy, Cobra Commander's son, is going through an inquest for his assassination attempt of his father. Although Billy insists that he worked alone, Destro is convinced that he had adult help, but who? The Baroness and Major Bludd are becoming quite nervous that Billy will turn them in.
At the Pit, Duke informs Stalker, Rip-Cord, Roadblock and Gung-Ho that they have a mission to perform. They are to go to the country of Sierra Gordo and rescue Dr. Adele Burkhart. She is the woman they saved in issue #1! She has been captured by guerilla rebels this time.
Back in Springfield, Zartan has the idea of attaching Billy to the late Dr. Venom's Brainwave Scanner. It will read his mind, exposing who helped Billy. The Baroness objects, but Cobra Commander agrees with Zartan. It displays his thoughts, nearly showing who the guilty party is. By drawing on even more painful memories, Billy causes the scanner to show other images. Images of his father talking to him about how he hates big government control. By bypassing government control through terrorism and extortion, he will take over the town of Springfield, and eventually the world, with an underground terrorist organization called Cobra. Cobra Commander orders the machine shut off, because it is showing too much highly classified information. Storm Shadow is impressed with Billy's loyalty to those who abandoned him, noting the boy's former allies probably mistake his integrity for stupidity.
At the Pit, a group of Joes are taking the A.P.C. and VAMP off base through the back door. They are paying a "social call" on a suspected undercover Cobra agent. His house is on Staten Island.
In Sierra Gordo, the group of Joes have parachuted down, and are met by Recondo. He has been out in the jungle for months, monitoring the guerilla base. The Joes at first don't recognize him, since he was at the Pit for only a short time. They are about to overtake him, but are ambushed by his South American native friends, the Tucaros. The Joes soon recognize Recondo, and they team up.
At a prison in Springfield, Billy is recovering from his experience on the Brainwave Scanner. Storm Shadow sneaks into the prison, taking out the guards and freeing Billy. Destro enters the cell hallway, planning to stop the traitorous ninja. Storm Shadow rushes him, knocking Destro's arm upward, causing him to shoot out the room's light. Billy and the ninja escape.
At the house on Staten Island, Duke and Lady Jaye approach the front door wearing armored vests. Mutt, Junkyard and Snake-Eyes circle around to the back door. Right after Duke knocks on the door, a burst of machine-gun fire rips the door apart and knocks them down. Cover Girl shoots through the front window while Mutt and Snake-Eyes storm in the back door. A grenade is thrown at them, which Junkyard picks up in his mouth and drops down the kitchen sink.
In Sierra Gordo, the Joes are high up on a cliff at the edge of the rebel base bunker. A frontal assault on the heavily fortified base is impossible, so they plan to use ropes to crawl down the cliff side and attack it from above.
Storm Shadow tells Billy how to escape from Springfield while he creates a diversion. Billy asks him what the point of staying behind is. They leave together. On Staten Island, Blowtorch fires into the house and Mutt and Snake-Eyes storm a hallway full of gunfire. Suddenly, Tomax, Xamot and a Crimson Guardsman crash out of a house window riding on a Cobra Ferret 4-Wheeler. They destroy the A.P.C. and the VAMP in the process. Snake-Eyes and Mutt walk out carrying Cobra equipment and uniforms, proving that this was a Cobra base of operations. The Bongo the Balloon Bear van pulls up to the house, and Candy steps out. Blowtorch asks her what she is doing there. She tells him that this is her father's house, and that she lives there!

The story opens with Stalker, Recondo, Roadblock, Gung-Ho and Rip-Cord climbing down the cliff towards the rebel stronghold bunker in Sierra Gordo. They jump onto the roof, and take out the guards on top. Recondo's native friends, The Tucaros, pull the ropes back up to the top of the cliff. Another guard climbs up to the roof bringing coffee. Gung-Ho kicks him, causing the other Joes to have to catch the coffee thermos and cups before they hit the ground. Recondo puts on one of the guard uniforms and climbs down into the bunker. He sees Dr. Adele Burkhart being interrogated by a group of troops. The other Joes are waiting on the roof when they hear a bunch of punching from inside. Moments later, Recondo tells them that everything is clear. Stalker asks him how he took out all those troops. Dr. Burkhart says not to ask. In Storm Shadow's secret water tank apartment, he is training Billy to fight with a sword, as well how to focus his thoughts. They leave the tank playing a thoughts-only game of chess. Billy wins. They later run up to some punks trying to hold them up. With only the power of a fierce stare, Billy scares them away. Storm Shadow is proud.
In Sierra Gordo, the Joes disguise themselves as guards and plan to walk out when the guard shift rotation takes place. Unfortunately, there are five Joes and Dr. Burkhart. When another guard sees this, he realizes that six guards would not replace four, and hits the alarm. The Joes come under heavy fire. The Tucaros help the Joes by taking out the snipers from the cliff top. Other troops kill the Tucaros from the bunker. The Joes blow up the base tower, buying them time to escape.
At Cobra headquarters, the Baroness reports that Destro cannot find Storm Shadow or Billy. Nevertheless, Cobra Commander is pleased to hear that Tomax, Xamot and the Crimson Guardsman from Candy's father's house have escaped. The Commander plans to fly to New Orleans to oversee the Cobra operation there personally.
Back in Sierra Gordo, a pair of surviving rebel snipers chase after the Joes into the jungle. The Joes, meanwhile, have reached a river, and have to build a bridge to cross it. Recondo notes that something should be offered to the river spirits in the Tucaro tradition as a favor to his lost friends. Stalker tells him to head back a ways and hold off the troops while they build the bridge. The Joes use ropes and cut down trees to build the two-rope bridge with. They cross the bridge, and Recondo catches back up to them. Gung-Ho notices that Recondo is carrying rebel troop weapons, which he drops into the river as an offering. Dr. Burkhart asks what happened to the snipers. Roadblock says not to ask.
At the Pit, Duke is asking Candy what she knows about Cobra and why her father's house was filled with Cobra information and maps and charts of the Gulf of Mexico. She says that she never heard of Cobra until she was at the carnival with Rip-Cord, and has no idea what all this means. On a bus in Sierra Gordo, Dr. Burkhart is appalled at everything that has happened because of her. She wishes the Joes would have just let her die. Rip-Cord calls her ungrateful. Stalker reminds him that their mission is to ensure people have the right to think what they want, even if they don't agree with them. It's not a perfect world. Later on a plane back to the U.S., they are met by Wild Bill and Cover Girl. They are going to make an unscheduled stop in New Orleans.

Wild Bill and Airborne are both flying Dragonflies on their way to New Orleans. They are to pick up the new transportable Air-Sea Base and carry it out to sea. Shipwreck is appalled at how the Joe landlubbers don't even know how to hook up the base to the winches lowered by the helicopters. Later, as the Joes fly away, Cobra Commander watches them from a Cobra submarine. Zartan is curious about just why the Crimson Guardsman who is Candy's father is so important. The Commander tells him to wait and see. The Joes reach an old off-shore drilling platform where more Joes wait for them on the WHALE. Their job is to attach the legs of the air-sea base to the legs of the old crumbled platform. At the Pit, Hawk finds it hard to believe that Candy had no idea that her father is a Cobra agent. She doesn't believe that her father could be an evil man. Buzzer is being escorted by Spirit and Mutt past the room where Candy is being questioned. Buzzer pops his head in the door, and when seeing Candy, promises to love her and show her a good time. He is pulled away.
Under the Gulf of Mexico, the Cobra sub enters the wreckage of a sunken oil tanker. It is actually an underwater base for Cobra. Cobra Commander is impressed by the appearance of the Lampreys, or Cobra Moray Hydrofoil pilots. At the Air-Sea Base, shipwreck is disgusted when he meets Barbecue. He sees no use for a firefighter in a combat unit. Back at Fort Wadsworth, Buzzer and Candy are being bussed off of the base. Buzzer manages to jump the driver. He knocks him out and hits the breaks. The other guard is sent flying out of the window. Buzzer grabs the wheel and forces Candy to escape with him. Inside the Cobra tanker base, Professor Appel, Candy's father, is showing Cobra how his plan will work. Three cargo containers are sent floating to the surface. Professor Appel then activates phase two. An underwater transmitter begins creating wavelengths that begin killing all the life in the ocean. A group of Joes jump onto the WHALE and head out to see if they can find the source of this problem. Above the tanker, the crates break open, revealing Moray Hydrofoils inside of them. They take off immediately and heads towards the Joe base, passing the WHALE.
The Joes barely see them as they rocket by the hovercraft. The hydrofoils quickly reach the Air-Sea Base and open fire. The Joes have a lot of trouble trying to hit the fast-moving boats. Fires erupt all over the platform. At the WHALE, the SHARC launches from inside of the hovercraft (don't ask me how they got it in there) and heads down. Deep-Six sees a giant underwater Cobra bunker with the wavelength transmitter on it. He fires torpedoes at it, but can't even scratch the concrete. The Joes don't know how they'll blow up the super-fortified bunker. Back at the Pit, Hawk asks the Pentagon for advice. He calls back Cutter and tells him that the big guys are considering using a tactical nuke to destroy the bunker.
Back at the Air-Sea Base, the cocky hydrofoil pilots are getting sloppy. Barbecue swings a grappling hook out and snags one of the boats. It swerves around and crashes into the platform. Barbecue jumps on board to finish the job^�with his axe. A second Moray comes to rescue his buddy. Shipwreck jumps on board of it, and takes out its pilot. Doc feels using a nuclear strike is insane. Duke asks him if he has any other ideas. Doc notes that a nuke doesn't have to be used, only the destructive force of one. He suggests using kilotons of TNT instead. A squadron of Skystrikers are launched from the U.S.S. Flagg carrying conventional bombs. They all drop their time-delay bombs over the bunker. The massive explosion erupts. Tremors start up, and Duke realizes that they have aggravated a fault line. The Cobras are thrilled that they tricked the Joes into blowing up the fault line.
