Fourteen months ago on Cobra Island, the new Croc Master and several Jungle Vipers are searching the burning wreckage of an airplane blown up by Cobra Commander. (See DD #39) Inside the plane are supposed to be the dead bodies of Wraith and the Baroness. But both have survived and take out the Cobras very easily. The pregnant Baroness tells Wraith that he needs to take her to Destro. Wraith punches her out saying "with you I can still salvage something from this disaster".
Currently at The Rock, General Colton is debriefing the Joe team. He gives them a brief known history of the Baroness, including information on her deceased brother Eugen, her later activism and how it lead her to Cobra. He talks about her history with Destro and how it is rumored that they are married. He then reveals to the team that she was turned into the US Government and that for months she was interrogated in the very bottom security cells of The Rock. He also reveals that seven months into the incarceration she gave birth to a child and orders where given to take the child from her until she cooperated. She never did. The Baroness doesnt even know the gender of her child. And now she is free.
The baby was taken to special government facility in Lincoln, Nebraska. Two weeks ago, it is believed that a Cobra squad attacked the facility killing all including nurses, pregnant mothers and children. The baby is missing.
In Brooklyn New York, the Baroness has just interrupted a face changing plastic surgery paid for by the Gambinos. The unconscious Scalpel is lying on the table about to fall asleep from the anesthesia. Later when he awakes tied to a gurney, the Baroness is staring at him. She accuses him of seller her out. Back when she was just pregnant Scalpel sold the secret information to Cobra Commander. She tortures him with a scalpel.
Near The Rock, Stalker is talking with his wife, Lydia, about his feelings towards the Baroness situation. Inside The Rock, Scarlett and Colton are talking about how they can understand the Baroness wrath. Colton has received a small lead on her whereabouts.
Later in Brooklyn, Spirit, Snake-Eyes and Scarlett are investigating the building where Scalpel was tortured by the Baroness. In an office in the back, they discover the barely alive Scalpel. He has been severely disfigured by the Baroness. But he still gives them some information that she is going to be coming after the Joes and Cobra.
At M.A.R.S. headquarters in Scotland, Alexander Destro is going through physical therapy. His father, the current Destro, comes into the room with a gift box. He says to Alexander that it is time for him to name an heir. For the first official time, Alexander Destro is given his families traditional silver mask.
Tomax and Blackout visit Cobra Commander to inform him that the Cobra Viper squad that was sent to Brooklyn hasnt reported in yet. The Commander knows the Joes got to the Baroness lead first. He says "I think James McCullen has been in the dark about the fate of his wife for far, far too long."
And in Switzerland, Major Bludd arrives at his house to discover the Baroness waiting for him. Instead of killing him, she offers him a very financially beneficiary opportunity to kill Joes in Saudi Arabia.

Fourteen months ago in Algeria, General Gibbs of the Jugglers is approaching a truck when Wraith appears out of nowhere. Inside the truck is the Baroness. Gibbs and Wraith cut deal for the Baroness; Wraith is pardoned for the Blackwater Prison attack (DD Real American Hero #31) and given a huge reward. The Baroness promises that she will kill Wraith.
Currently in Prague, the Baroness is meeting with an old friend, Dusan who owes the Baroness an old favor. He has contacts inside the government that can help her find Wraith aka Charles Halifax. Dusan hesitates but the Baroness threatens directly to kill his family. He in return promises to get the information to her in two hours.
The Joe team is trying to track down the Baroness. And the biggest question they have is why hasn't she returned to Scotland to see her husband Destro?
In Scotland Destro is teaching his son, Alexander now his official heir to his empire, about leadership. Mistress Armada is also in room, when an Iron Grenadier interrupts with an important phone call for Destro. During the conversation, Alexander over hears his father say "what do you mean, 'other son'?". Destro hangs up quickly and storms out of the room.
On the other end of the phone Cobra Commander with Blackout and Tomax in room hangs up the phone.
In a night club in Prague, Charles Halifax is partying with a group of girls when he receives a call about a meeting.
In Switzerland, the Joe team has traced the Baroness to the House where she cut a deal with Major Bludd.
In Saudi Arabia, Major Bludd working with Colonel Sharif are about to attack an oil refinery.
At a cemetery in Prague, Wraith and the Baroness are about to square off. After an exchange of gun fire, Wraith gets close enough to punch the Baroness. She had hoped he would get close; she then deactivates his suit and hits him over the head with a tombstone. The Baroness stands over Wraith and kills him.

In the basement of The Rock five months earlier, Duke is interrogating the Baroness and getting nowhere. She refuses to give any information and Duke refuses to allow the Baroness to see her child. Watching from a video monitor are Gen. Colton and an unknown military official who talks about more persuasive ways of gaining information. Gen. Colton refuses to do anything that is outside of the Geneva Convention's approved methods. The official concedes but refuses to allow the Baroness to even see her child.
Currently in Saudi Arabia, the Joe team lead by Duke are mopping up what remains of an attack on an oil refinery lead by Colonel Sharif and supported by Major Bludd. Duke chases Major Bludd where he then corners him. Bludd throws down his gun and Duke is forced to capture him, when he very much wants to kill Major Bludd to revenge the death of Recondo (see DD Special Missions Tokyo).
At the same time, in Ho Chi Minh City, Vietnam, Flint, who is currently no longer on the active Joe roster, is observing Wilder Vaughn of the Red Shadows (Last seen in DD's Real American Hero #43). Flint has apparently been following him. The Red Shadows organization was responsible for the death of Flint's wife, Lade Jaye. When Wraith appears out of nowhere right next Vaughn. Wraith takes off his helmet to reveal that it is actually the Baroness.
Baroness strikes a deal with Vaughn, she gives him the one and only wraith suit and he gives her the current location of Cobra Commander, her next victim on her revenge list and the man holding her baby captive. As they split up, Flint still observing has a choice to make, which one does he follow? He chooses the Baroness and notifies Sparks at The Rock of his discovery of the meeting. Later, he confronts the Baroness inside a private jet airplane. The Baroness very easily defeats Flint in hand to hand combat.
Snake-Eyes and Spirit are dispatched directly from Saudi Arabia to support Flint in Vietnam. But they arrive to late to find that he has flown off in a private plane to a destination unknown. General Colton then dispatches Snake-Eyes and Spirit to Scotland to pay a visit to Castle Destro. Inside Castle Destro, Alexander Destro and Mistress Armada are talking when Snake-Eyes and Spirit appear out of nowhere holding knives to both their throats. They want to know where Destro is. Armada immediately gives up his exact location. After the Joes leave, Alexander demands an answer to way she would betray his father. Her response is "Your father can take care of himself. He trusts you to know that. Let us lay in wait, ready to strike at his command."
In Honduras, the Baroness enters an underground facility that is guarded by Cobra soldiers. She just walks in uncontested. Cobra Commander is sitting waiting for her as she arrives. Before she can get a word out, her husband Destro steps between them saying, "If you mean to shoot him...you will have to kill me first." And he points his wrist rockets directly into her face as she holds a gun to his head.

GI Joe Headquarters. Two weeks ago. (See America's Elite 16-18) The Phoenix Guard have attacked the Joes base and cut the power. The Baroness has escaped her cell; she kills a couple of soldiers, unable to access the computer database, steals some data disks and then confronts Zarana.
Honduras, Now. Destro is standing between Cobra Commander and the Baroness. Both he and she are pointing guns at each other. He is trying to persuade her to relax and not kill the Commander. But she is a mother hunting for her kidnapped child. Destro reminds her that he is the father and that the only way they will get their son back is listen to Cobra Commander. This is the first time the Baroness learns the sex of her child and she agrees to listen.
Outside of the Cobra base, Snake-Eyes and Spirit have tracked down the Baroness' plane and discovered the tied up Flint. They release him and rush off to attack the Cobra base. As they leave, the Baroness is informed by radio to her hidden ear piece that the Joes are coming.
Back inside, Cobra Commander threatens that he will raise her son in his image; she reminds him that he failed miserably with his first son, Billy. Cobra Commander wants an heir to his empire. But Destro realizes the ploy and cuts to the chase and begins a negotiation.
The Joes have fought their way into the complex but they are surrounded and Blackout forces them to drop their weapons. They are then brought to the Commander.
Cobra Commander then talks to Snake-Eyes reminding him of his betrayal long ago and that any chance they ever had has long past. (See Snake-Eyes Declassified). Cobra Commander then orders Blackout to kill them. The Baroness steps in to talk to Flint saying "Poor little man at least you'll get to see your darling Jaye. Goodbye, Flint." Then puts her arms around his head and kisses him. Unknown to everyone she drops a key to the cuffs in his hand. Destro's comment is "I presume that display has a point". She responses with "Trust me".
Blackout puts the gun to the back of Flint's head and with free hands Flint gets the gun and knocks down Blackout. He immediately fires at Cobra Commander who ducks behind his chair. Snake-Eyes attacks the Commander. Blackout begins firing at them as Spirit and Flint duck for cover under a table as Destro and the Baroness also take cover.
Cobra Commander taunts Snake-Eyes about how he has grown weak and should go back to being a ninja. In order to protect Cobra Commander, Destro stops the fighting with his wrist rockets. The Baroness wants her child. And the Commander refuses. She has no leverage but Destro steps up and offers his family's company M.A.R.S. in return for his newborn son. He takes of his mask. Cobra Commander says "I want it all-your weapons, manufacturing company, your estate, all your holdings and since you don't need two heirs�I want your other son."
James McCullen, no longer Destro, agrees and the baby is revealed as a wall opens. The Baroness runs to her child and names him Eugen, after her deceased brother.
Flint points out that McCullen has just given a powerful military to a madman. McCullen doesn't care he and the Baroness have their son.
Flint then turns to Cobra Commander to capture him. But the Commander stops him by saying "I learned quite a bit during my time in the White House. Your most guarded secrets. Operational. Personal. I know the whereabouts of every family member of every Joe whoever served." And he points out that he has an army of vipers ready to kill them all.
Hours later, Cobra Commander is by himself studying schematics of Destro's army. A viper enters to report the base is ready to evacuate. The viper questions the trade he made. Cobra Commander's deal just got him a powerful army, a new more deadly generation of vipers taken from the US military, he knows the true names of every Joe and their tactics. He lost nothing and then executes the viper.

In Dagestan, Flint and Roadblock walk out into a street protecting a Chechen Rebel leader. Gung-Ho and Cover Girl, reinstated to active duty, catch Cobra Mortal as he is line up the scope of his sniper rifle. Instead, he jumps of the roof to a lower roof firing at them. The Joes begin to chase him. Flint is caught off guard by another sniper but Roadblock makes Ghost Bear, another cobra sniper, dive for cover.
In Darfur, Cobra Commander is flying in a helicopter with a blindfolded Lt. Nick Bailey. He graduated top of his class from Brown Universary and top of his classs in Army Ranger scholl. Bailey's brother, Isaiah, was an Army Ranger that was killed in Somalia during the "Black Hawk Down" incident. Bailey feels that his government abandoned his brother, but yet Bailey still join the Army. Cobra Commander has been talking to him over the years and now it's Bailey's time to choose.
M.A.R.S. Headquarters in Scotland, Alexander Destro and Mistress Armada are arguing over the health of his father Destro and whether his decision to give the family company, M.A.R.S. to Cobra was a sane one. Either way Mistress Armada points out that Alexander is now the true Laird Destro. They are interrupted and requested to leave.
Back in Darfur, Cobra vipers have rounded up several Janjaweed milita soldiers, these are the soldiers that have brutalized women, orphaned children and killed many men. Cobra Commander orders Bailey to his vipers in executing these soldiers, Bailey argues and joins in. After it is over Cobra says "Only Cobra stands against such filth, we strike quickly, lethally, uninhibited by the laws of craven bureaucrats. Justice without pity, without hesitation that is our sole creed. I've shown you all I can now it is time for you chose." Bailey then takes Cobra Commander's pistol and agrees. The Commander calls Tomax to get an update that the Janjaweed Milita has just placed a big order with M.A.R.S.. He then orders him to gets orders from the Sudanese, Chechen and Russian governments.
In Dagestan, Gung-Ho and Cover Girl have split up to catch Ghost Bear and Cobra Mortal. Cover Girl catches up to Ghost Bear and a knife fight starts. Cover Girl gets a couple of hits in but Ghost Bear knocks her to ground and moves in for the final killing knife stab. But Cover Girl kicks his knee breaking it and then captures him. As Gung-Ho rounds a corner Cobra Mortal gets the drop on him, shots him in the ear and drops a grenade near the he avoids. Gung-Ho's response is "Damn, I'm rusty". Wild Bill and Shipwreck are on the Cobra escape boat. As Cobra Mortal approaches Wild Bill pulls out his six guns firing away. Cobra Mortal then jumps into the water where Shipwreck immediately captures him. Cover Girl shows up with the captured Ghost Bear and Shipwreck's nervousness about his girlfriend is eased.
Back at The Rock, the entire active team assembles for a meeting, General Colton gives them a speech that lays out the battle that is coming and that the President has given the Joe carte blanche to wipe out Cobra. The Joe team is going on the attack.
In Boston, a priest is sitting in a confessional. The unseen confessor, a regular who doesn't normal speak says "What if you knew all this was going to end?". The confessor knows that war is coming and doesn't think anything can stop it.

In Japan,Scarlett and Snake-Eyes return to the Arashikage Clan's compound looking for Firefly. Snake-Eyes has a flashback to when the Hard Master and Storm Shadow witness the day Firefly (then known as the Faceless Master) arrived at the compound and brought more tragedy and pain to his life. Once inside they are surrounded by several of Firefly's ninja soldiers. A big fight begins as Firefly stands on the balcony taunting Snake-Eyes about his past and his recent attempt to be more of commando and less of a ninja. The sword less Snake-Eyes chases Firefly into the room wear the Hard Master died.
In South Boston,The priest is walking home when a mugger attempts to rob him, but a stranger stops the mugger. The stranger asks if he can help him save his soul. A little later the stranger has just finished telling his tale of his bad deeds to the priest. The priest very shaken by what he has heard consoles him saying "We both know what you have to do. It's just a matter of you deciding to face your demons, instead of running from them. The time has come, my son. You need to pick a side."
In Greenland,Flint and Stalker are escorting a confined Major Bludd to his new prison. Major Bludd is bragging about he is also going to escape this prison. As they exit the helicopter in the middle of winter, Flint says "Welcome to the Coffin".
In Japan,Snake-Eyes is unable to hit Firefly with his shots from the Uzi and Firefly is unable to get close enough to use his sword. They both get into a hand to hand fight where Snake-Eyes easily beats him. But Firefly is able to cut Snake-Eyes with a knife that has poison on it that disables him. Standing in front of the of the wood block wear Storm Shadow's arrow fired by Zartan killed the Hard Master, Firefly is about to cut his throat. Scarlett appears firing an arrow from her crossbow that pins his hand to the wood block.
In Atlanta, Georgia, 48 hours after the Snake-Eyes / Firefly fight, Scarlett and Snake-Eyes are sitting with her wheel chair bound father. He talks to Snake-Eyes about how he hated him for leaving his daughter at the alter. But since she has taken him back, he has come to realize that he truly loves his daughter. He tells Snake-Eyes that he can feel at home at their home and that he doesn't have to wear a mask, so Snake-Eyes takes it off in front of Scarlett's father.
At The Rock,Hawk confronts Shipwreck about his relationship with Cover Girl making sure that he knows he approves. General Colton briefs Cover Girl and Shipwreck on their next mission, which is to capture the rogue Cobra agent Skull Buster. And in another part, Sparks is monitoring his computers when a field operative that hasn't checked in, in years, checks in. His communication to Sparks says
"Used to be Agent Delta. Nature of Communication: to warn you. Warn everyone World War III has begun!"

Off the Coast of Skeleton Island, Namibia, Shipwreck and Cover Girl are swimming in rough oceans to the shore. After arriving on shore Cover Girl passes out and Shipwreck goes to sleep right next to her. When Shipwreck wakes up Cover Girl is gone.
General Joe Colton, Hawk and Sparks are talking about the recent report from their deep undercover agent Delta. Sparks has been unable to discover anything in the military records. Hawk reveals what he knows to Colton. Basically, pre-formation of the GI Joe team and when Cobra was first emerging as a national threat, General Flagg dispatched an undercover operative to infiltrate Cobra. The legend of this agent that no one including Hawk has heard from is that he spent 11 months in prison before joining Cobra. The mission was run so secret that only General Flagg knew the agent's private identity and he took it with him to his grave when he was killed by Major Bludd. After many months, Agent Delta stopped reporting in and was never heard from again. It was assumed that he was killed as his cover was compromised. Gen. Colton is very skeptical and thinks it is a possible Cobra mind game. But he tasks Sparks with finding Agent Delta and getting a rapport with him to clarify who he is and what all his talk about World War III means.
Roadblock and Duke are shooting pool and talking about Shipwreck and Cover Girl's relationship when Private Franco walks in with a private message for Duke.
In Ankara, Turkey, Clutch and Rock 'N' Roll are helping investigate a massive bombing that destroyed an entire building. At the site is a Mossad agent named Ibraham, Clutch has dealt with him before way back in Brazil on a special mission (See Special Mission #2). Ibraham sees this bombing as the possible beginning to Armageddon between the Jews and Muslims.
Shipwreck begins to track Cover Girl and Skull Buster through the desert terrain of the island. Skull Buster has Cover Girl restrained and is explaining himself to her. He says that he is no longer with Cobra, has been trying to fade away, he will not to be confined, has plans to leave her and Shipwreck to die in the desert and has no plans to kill them. Shipwreck has been able to successfully track there path when he hears Cover Girl scream. He rushes into a known trap. Skull Buster confronts Cover Girl and figures out that she cares for Shipwreck more then just as a teammate. And he plans on using that fact against them.
In New York City, Duke is making his way through a detention area. He finds the man he is looking for behind the containment fence. The man much older with glasses and wearing a tie dyed t-shirt is his father, he was arrested at an anti government protest. Much later at Duke's family home in St. Louis, his father brings out some of Duke's paintings he did as a kid. When Duke was twelve he painted a portrait of his mother that is prominently displayed in their home. They take about how the disease had taken everything from here. Then Duke's father talks about how he has been followed by some government spook for weeks.
General Colton is briefing the President about the numerous conflicts around the world. He gets Clutch on a satellite feed to brief them on the troubles in Turkey. He believes that the danger is real that the region will explode and that they need more personal. Colton promises more help. He then reminds the President that Cobra Commander has gained control of M.A.R.S. and this could be part of reason for all of these increase tensions in the world. The President then makes a decision that GI Joe has carte blanche and that they will activate all of their military assets in order to stop Cobra.
Back in Namibia, Skull Buster has been getting the better of Shipwreck in knife that turned into a fist fight. Cover Girl causes a distraction which allows Shipwreck an opportunity to grab a scorpion and press the stinger into Skull Buster's arm. The poison gives him temporary paralysis. Skull Buster is going to prison.
In South Boston, the catholic priest is talking with Agent Delta telling him that he is forgiven by God but he will never feel right until he forgives himself. Delta answers a phone call from Cobra Commander and he walks away saying "Sorry father - I've got sins to commit".
Back in St. Louis, Duke and his father are still talking about his artistic abilities and how if he hadn't joined the Army he would have a great career. All of a sudden Duke's father drops his cup and falls over, Duke jumps up to help and he falls over also. Interrogator walks into the room and says "Get them out of here. We have many, many questions for the Hausers."

In the North Atlantic, Blackout sneaks onto a surfaced submarine, the captain comes out to observe. Blackout takes him out.
In Chechnya, Russia, current GI Joe member Vorona, formally known as Diana when she was a member of the October Guard, and Falcon are dodging artillery fire as they make there way to a meeting. General Colton has sent them to make contact with the October Guard in order to facilitate a conversation between the US and Russia. Colton wants Russia to know that Cobra is the force behind all of the current turmoil in the world. They meet up with the five member team of the October Guard, Sgt. Misha, Dragonsky, Red Star, Big Bear and one additional unknown.
In an isolation room, Duke is grilled by Interrogator.
In a flashback to Duke's youth, he is sitting next to his cancer dieing mother in the hospital. She expresses her love to him, how proud she is of him, that he should always follow his heart and that he has always been strong like his father and John Wayne and she calls him "My own little Duke".
At GI Joe headquarters, General Colton and Hawk are looking at a wall size map of the world which shows where all 203 of the Joe team members are deployed. Hawk says that they are spread way to thin, diplomatic relations are falling apart all over the world and since the President has called up all military reserves everything seems to be escalating. Colton points out that Cobra has armed every two bit extremist with M.A.R.S. weaponry and millions of lives are in danger. And Agent Delta's warning about world war III starting seems to be coming true.
Alexander Destro is flying a Night Raven that has the ability to be invisible due to its experimental stealth armor but it has a very limited time period which it can remain invisible. Alexander tells the Commander that his army of Grenadiers is ready to be unleashed when he commands.
Inside the submarine, Blackout continues to sneak and kill his way to the command center.
In St. Louis, Interrogator dressed as an Army soldier steps into a room, where Duke's father Max is waiting. Acting as a Major Peters, Interrogator begins to spin a lie about Duke. He begins by saying "Your son's in a bit of trouble". He explains that his son has gone AWOL and been charged with using excessive force and is very dangerous. Major Peters brings up the death of Duke's mother as a possible reason for his recent aggressive behavior. Max breaks down explaining that he felt it wasn't fair that Duke was exposed to death so early in life and that the thought the closeness of father and son through traveling and art would make him into a great man. Interrogator's response is "Maybe he didn't want that...maybe he didn't want to be a feeble, shrill coward like his father." On the other side of the wall, Duke is able to watching what Interrogator is doing to his dad through a window. Interrogator continues "you smothered your son, tried to mold him in to some weak kneed liberal, resented his success and denigrated his choices. Now Conrad's gone off the deep end. He'd have been better off if you had died." Duke's dad just begins to cry. Interrogator leaves the room.
In Cairo, Egypt, Tomax is talking to Rourke (Agent Delta), he has just given him the mission of assassinating the Prime Minister of Israel which is to be blamed on the Palestinians. Rourke's services are now officially engaged by Cobra and his fee is doubled. After Tomax leaves, Rourke calls the Pentagon.
Interrogator is now asking Duke questions, in the back ground through the window his father can be seen crying, about GI Joe's counter intelligence operations in the Middle East. He continues to threaten to do more damage to his father if he doesn't speak up. Duke refuses and then is injected. This causes a flashback.
Conrad hands his father his Army enlistment papers. In effect, Conrad has just passed up a full scholarship to art school by enlisting. Conrad's main reason for joining up is to help protect people. Max response is "politicians use soldiers to perpetrate the crimes they're to cowardly to commit themselves". Conrad's response is "I don't give a crap if you like it, but you damn well better respect it. You dragged me to every protest march from here to Washington DC for years. You know what that taught me? To stand up for what I think is right. My way is just different then yours."
Outside the building Duke and his father are captives in, Roadblock begins his rescue.
On the submarine, Blackout has finally gained access to the command center, kills all of the soldiers and then fires two missiles. He contacts Cobra Commander and confirms the launch.
As Roadblock fights his way to Duke, Interrogator gets mean, he drags Max from the other room, hits him in the head, drops him next to the tied up Duke, puts a gun directly to Max's head and begins a countdown for Duke to reveal the Joe's Middle East activities. Duke's father tells him not to say anything and it is ok that he dies. But Roadblock saves the day. Interrogator aims the gun at Duke and fires, Max jumps in front of the bullet. Roadblock's gun fire causes Interrogator run out of the room just after he fires. Roadblock refuses to chase Interrogator and stays to protect Duke and his alive but injured father.
At an official Presidential function an aid runs to inform the President that missiles have hit Boston. A half hour later the President is addressing the nation with a declaration of war.

The world is turning into chaos, lots of small wars are breaking out, Boston has been bombed by Russian missiles fired by Cobra agent Blackout and Cobra is behind everything.
In Grozny, Chechnya, Falcon and Vorona are fighting with the October Guard against some rebels with very powerful weapons. Big Bear and new October Guard member Ruslan are able to flank the rebels and kill them. The rebels were using high tech pulse rifles that where supplied to them by M.A.R.S., which is now run by Cobra Commander and Alexander Destro.
General Colton pleads with the President and his advisors to show restraint and patience when it comes to retaliatory response for the Boston attack. The Joes will stop Cobra. The President gives him 24 hours then says "after that the gloves come off."
Cobra Commander activates Alexander Destro's Iron Grenadier army as a way of isolating America by attacking all of its allies.
The entire active roster of the Joe team is sent to Jerusalem to prevent the assassination of the Israeli Prime Minister. Duke is in communication with Agent Delta, an old Joe undercover operative, who was hired by Tomax to kill the Prime Minister. He broke his cover to inform the Joe team of Cobra's plans. As the Joe team spreads out through the city, they encounter many Cobra agents. Duke meets Agent Delta in person.
Back in the White House, the President is talking directly to the Prime Minister of Russia. They are trying to prevent world war III between the two nations. The video transmission is cut off. Cobra has assaulted the White House.
At the Western Wall in Jerusalem, the Prime Minister is making a gesture towards peace in front of a very large crowd. The Joe team is covering the speech. Wild Bill and Flint are hovering above in a Dragonfly helicopter. As the speech begins, one of the Prime Minister's secret service agents pulls out his gun to shoot him. Flint with his sniper rifle is able to shoot him before he pulls the trigger. The Prime Minister has been saved.
Cobra Commander is successful in assaulting the White House and capturing the President. The Commander's triumphant return to the White House is now complete, except this time he is the one in charge.

Moscow is bombed.
The President of the United States is a captive of Cobra Commander.
NATO pledges to support the US and its allies against the Cobra assaults.
Alexander Destro is sent on a mission to attack the British and French with his Iron Grenadier Army.
At The Rock, Cobra is attacking a wheelchair less Hawk, Gen. Colton and Sparks who are cornered and trying to fight their way out. GI Jane has been able to extract most of personal safely.
In Russia, some guards are not allowing Vorona and Falcon through a check point. Several of the October Guard helps them to cross into Moscow.
In Fort Bragg, several cabinet members are talking to the Russia President. Everyone is trying to figure out how to fight Cobra. The Russian President then fires several ICBM's at US bases that are controlled by Cobra. Cobra Commander is so powerful that he uses an M.A.R.S. controlled satellite to shoot down the three ICBM's.
Alexander Destro leads an air raid in his invisible airplanes that destroys a lot of NATO's military resources.
Driving to Boston, Storm Shadow receives a phone call to head to some specific coordinates.
In Israel, Agent Delta (Locran Rourke) with Ibrahim and entire active GI Joe team has just received a message that The Rock is under attack. As they are about to leave to return, The Plague busts in and a major battle starts.
Individual fights break out:
Velocity with his jetpack begins firing from above down on the Joes as a weaponless Agent Delta races up some stairs and jumps onto the back of Velocity.
Duke gathers several members and forms a perimeter that suppresses some of the Plague.
Incision (formerly known as Aleph of the Night Creepers) goes after Snake-Eyes. Incision does a couple of moves but Snake-Eyes just head butts him, Blackout comes from behind and gets him at gun point. As Snake-Eyes drops his knife he spins around and grabs Blackout by the throat all before the knife hits the ground.
Stalker and Flint are cornered by Gallows and Vanguard (Nick Bailey).
Wild Bill and Gung-Ho square off against Grim Skull.
Rock 'n' Roll, Clutch and Ibrahim pin down Interrogator and Bayonet.
Cover Girl, Spirit and Shipwreck are chased by Infrared and Vector.
Scarlett easily beats Munitia with a swing kick that knocks her down.
After defeating Velocity, Agent Delta and Duke are pinned in a corner. Delta asks for a gun and Duke reluctantly gives him one and says "Okay Rourke, Let's go take back our country."At the GI Joe Maximum Security Penitentiary Code Name: The Coffin in Greenland.Storm Shadow has followed his tip to The Coffin. He makes his way through one wing that is empty. He discovers General J. Flagg, Jr. & Mutt severely beaten. Flagg, Jr. informs him that ninjas are what attacked The Coffin. A group of Night Creepers come from behind and Storm Shadow turns to confront them. Storm Shadow dispatches several of the Night Creepers as they fight into the areas where prisoners are still in cells. Major Bludd reading in his cell is released by Tomax explains that he has paid people on the inside of The Coffin staff and every where else also. Over the intercom, Storm Shadow calls to Tomax. He says "If you value your brother's life, you and your men will report to the medical ward within sixty seconds."
In Xamot's room, Storm Shadow, holding his sword to Xamot's head, makes a deal with Tomax. Tomax and all his men and prisoners he freed so far are to leave with Xamot alive or Xamot dies on the spot. Tomax takes the option of saving his twin brother and leaves, Storm Shadow accomplished leaving the majority of prisoners still incarcerated. After most of the Cobra's have left a Viper walks in. The Viper, who is an informant who called Storm Shadow earlier, gives Storm Shadow a disk and leaves saying "I can do way more damage on the inside. It's an advantage we can't afford to give up, No matter the risks. Take this its Intel on who's coming after you. I'll be in touch when I can."
Somewhere in the desert in the Middle East, Cobra Commander is flying with the President of the United States. He dumps the President handcuffed out in the middle of desert and flies off in his helicopter.
In Bogota, Columbia, Yongbyong Nuclear Research Center, North Korea, Archangelsk, Russia and His Ning, China are all military facilities that Cobra Commander has ordered his troops to assault and control. And in ever case they are successful.

Agent Delta is having a flashback: He and another guy having just escaped from Leavenworth are taking cover in a tent. Tomas Rourke (Agent Delta) is asked how he got into prison. His answer is that he has too much of his Irish Catholic father in him, that he has been saved by the Commander and that Cobra is going to change the world.On a boat headed to New York City. Duke asks Rourke "Why'd you disappear? What made you stop believing?" Delta's answer "I made me stop believing. I did"
At Fort Meade, MD: Cobra Commander is interrogating a hooded person. As he steps close she head butts him in the helmet. He returns the act with a punch then pins her to the ground, he then pulls off the hood to reveal Dela Eden of the Red Shadow's. He offers her a position in Cobra and the opportunity to continue her fight against the corrupt leaders of the world.
In Priest Lake, Idaho: GI Jane and General Colton are recovering from the successful Cobra attack on the Rock. Storm Shadow has just arrived from his fight at the Coffin. Storm Shadow shows Colton the list of Cobra escapees and deceased from the Coffin, turns in the disk that was given to him by his Cobra informer. Colton then gives Strom Shadow a briefing: most of the US forces are engaged all around the world, the President is missing, the Vice President is running the country, Britain and France have suffered major losses from lighting attacks by the House of Destro and numerous others battles are happening and they were all supplied with M.A.R.S. technology. He finishes with that they need to find Destro and the Baroness.
In Malta: Spirit, Scarlett, Snake-Eyes, Flint, Roadblock, Gung-Ho and Wild Bill with Stalker as the leader are still fighting The Plague. As the Joe team moves into the middle of a square, The Plague forces surround them. Several of the Joes take out several of the Plague forces: Flint beats Munitia, Scarlett knocks out Incision, Roadblock shoots Interrogator. But the team is still surrounded as Scarlett and Snake-Eyes are able to get out of the square.
In Miami: Zartan and Zanya are watching the Dreadnoks wreak havoc on the city. As he talks to his daughter, he is concerned with how Cobra taking control of the US it is going to effect the Dreadnoks organization. Zandar arrives to inform him that Monkeywrench was murdered in his cell in the Coffin by Cobra.
In England: Alexander Destro walks into the recently captured Buckingham Palace and Mistress Armada is right by his side. Inside the Palace the Queen and Prince are forced to bend on their knees in front of Alexander Destro and he declares reign over all of England.
Back in Malta: the remaining Joe team is trapped on the corner of a building. Flint and Roadblock climb down the building to their escape. Wild Bill, Gung-Ho, Spirit and Stalker are still pinned down. Stalker orders Wild Bill to go next, he refuses saying "If the intel we have is right military and civilian leadership's in disarray stateside. Thing they need more than anything right now is men who've crawled through the muck with the lives of their units on their back. Guys like you, Lonzo." He basically is volunteering to stay behind to cover as the last members of the team get away. Gung-Ho says "Well, Hell if this crazy Texan's gonna get all Alamo on us, count me in." Stalker order Spirit to stay with them. After he shake hands with Wild Bill, Stalker turns and makes his escape. Now severely cornered and outnumbered, the three of them wait for their moment to attack Wild Bill says "Let's keep this in perspective boys�If were going to beat Cobra this time, it's going to take a lot of blood"

In the Empty Quarter: some Cobra Sand Scorpions are being devastated by Army forces lead by General Rey.
In Sucra, Bolivia Tunnel Rat and Beach Head are on the run.
In Suffolk, England Big Ben, Short Fuse, Hit n Run and Lt Stone are defending a nuclear base against the Iron Grenadiers.
In Shatili, Georgia Alpine, Freefall and Downtown are pinned in a tower taking heavy fire.
The Deep Space Network of Satellites, Madrid, Spain Zap, Low Light and Mayday are attempting to retake control of the satellites.
And back at Ft. Meade, Cobra Commander is talking to the newest Crimson Guard member, Dela Eden. He thanks her and the Red Shadow's for allowing him the opportunity to disappear so he could put this master plan for world domination and destruction in place. And the control of his most priced possession the technological superiority of M.A.R.S. He gives her the mission of killing James McCullen Destro and the Baroness Anastasia Cisarovina and she accepts.
As Agent Delta and Duke's ship arrives in the harbor of New York City, they are approached by several Cobra saying "You are trespassing in Cobra territorial waters, furnish proper security codes or be destroyed."

In New York City, several Cobra Vipers find military scuba gear. They determine that several GI Joe's are on the island, they call for a red alert. In the subway tunnels, Duke and Agent Delta (Rourke) make there way to Rockefeller Center, along the way Duke refers to his past with his father on the different protest rallies. The entire city of New York is completely controlled by Cobra Vipers and BATS.
In Suffolk England, Clive runs into the control room of a nuclear planet. There his co-worker Dennis pulls a gun on Clive and prevents him from burning the control manual. Dennis kills Clive just as several Crimson Guardsmen arrive to take control of the facility. Dennis is on Cobra's payroll and on his way to glory.
In Priest Lake, ID, Sparks is woken up by General Colton. Sparks has received no communication from any Joe team members. US communication has been compromised since Cobra took control of Fort Meade.
High above the Czech Republic, Storm Shadow parachutes out of a plane that is flown by Ace and Slip Stream.
In Malta, Spirit, Gung-Ho and Wild Bill have remained behind to continue the fight against The Plague. They are cornered and the only way out is to charge directly into the well positioned Plague troops. As they make this final charge, Vanguard and Velocity fire shoulder rockets at them. The Joes duck into a door just as the rockets completely destroy the building. A little later Interrogator, Incision and Guillotine unsuccessfully look through the rumble to find the bodies.
In the Empty Quarter, General Rey is interviewing a Cobra soldier named Sam. He wants information but before Sam can talk a nuclear blast goes off in the distance. Literally, World War III has officially been started by Cobra Commander. On the television, Cobra Commander announces that he has taken control of several nuclear facilities on several continents and has just released one nuclear bomb in the uninhabited area known as the Empty Quarter. He then says "We can and will deploy these weapons where we want, when we want and if the world powers do not accede to my authority� I will begin choosing populated targets."
Cobra Commander finishes his telecast as Tomax brings him the world wide progress report. He is not concerned with the response of the nations, but he is concerned about the GI Joe team which is currently spread out through out the world. He has access to all of there locations.
At Fort Bragg, The Speaker of the House and the Vice President are talking about what response the US should have to Cobra's overwhelming attack. Basically, the come to the decision to leave all military decisions to the commander's in the field.
On the USS Flagg in the North Atlantic, Shipwreck and Cover Girl are dropped off just as Airborne leads a group of Joe fighter planes to attack the nuclear facility in England and give air support to the French.
In London, Alexander Destro receives reports of the status of his Iron Grenadier Army, which is: Moscow has fallen, Paris is about to fall and they have intercepted the Joe air force that has penetrated the French airspace. Using their invisible technology, the Grenadier air force catches the Joe team off guard.
In Prague, Dela Eden is interrogating Dusan an old friend of the Baroness; who helped her find her son (Issue AE #22). As she tortures him Storm Shadow walks into the room and says "This is as far as you're going."
At the Cobra controlled Fort Meade, Major Bludd is walking the grounds, when a whispered voice calls him into an alley.
Around the world the Joe team members continue to battle against Cobra:
Kazakhstan - Claymore, Tripwire, Steeler, Grand Slam fight off Cobra soldiers.Istanbul, Turkey - Bombstrike, Taurus and Heavy Duty are in close combat with Cobra Vipers People's Republic of China - Kamakura, Jinx and Budo fight Cobra Mortal and several Ireland - Starduster and Skymate protect a building.
Back at Fort Meade, Tomax asks Cobra Commander how he plans to bring the conflict to an end. The Commander's response is "do you truly believe our enemies have given up? No�I seek perpetual war." They are interrupted by a Crimson Guardsmen who says they have just captured a prisoner and he claims to be your son.

In Iran: Dusty, Mercer and Airtight fight against Skullbuster.The North Atlantic: The USS Flagg is under attack and damaged.The White Nile River, Uganda: Torpedo and Wet Suit fight Copperhead and Ghost Bear.Mexico City: Scrap Iron & Metal Head lead an army of vipers.At Fort Meade, Cobra Commander is sitting with his son, Billy in his headquarters. He poses one question to his son "Join or Die". It is his plan to pose this question to the whole world starting in America. Billy's answer is silence, so Cobra Commander orders the vipers to throw him in deep dark hole.
In the East Village of New York City, Duke and Agent Rourke charge out of a safe house to be immediately attacked by several of The Plague members.
In Priest Lake, Idaho Scarlett and Snake-Eyes arrive to meet Hawk, General Colton and Sparks.
In Detroit, Stalker, Flint and Roadblock meet with gang members who are fighting against Cobra.
In Prague, Storm Shadow has interrupted former Red Shadow now a Cobra Crimson Guardsman Dela Eden's interrogation of the Baroness' former friend Dusan. A fight happens where Storm Shadow easily defeats Eden. The freed Dusan agrees to give Storm Shadow information on the Baroness' location.
Duke and Agent Delta's fight with The Plague takes them into the subway tunnels. They leave behind an explosive charge that sends The Plague team back to the surface with several of their team injured. As they continue their retreat the citizens of New York City lead by Spirit, Gung-Ho and Wild Bill attack and corner the Plague team members.
As Billy is being taken away, he easily defeats his guards and escapes into the air duct system.
In Tokyo, Storm Shadow has found the Baroness and she is firing at him like a mad woman in order to protect her child. Just as Storm Shadow gets the drop on her Destro arrives firing his wrist rockets. He dodges them and gets his sword right up to Destro's throat. Storm Shadow demands to know how to defeat Cobra and the hell that has been unleashed on the world. Destro agrees against the Baroness' wishes to help the Joes. A compromise is made, Storm Shadow has to accompany Destro and the Baroness and his adult son Alexander must be shown mercy. In return, Destro must go into custody to atone for the destruction.
In Scotland, a Night Raven with MARS cloaking technology is stolen with the help of a Cobra officer.
Back at Fort Meade, Billy attacks a seated Cobra Commander from behind breaking his neck. The dead Cobra Commander is unmasked revealing the fake just as Billy is shot with a dart. The alive Cobra Commander steps up to the fading Billy and explains that he has been shot with a nerve toxin that will quickly kill him. Cobra Commander says "In my hands, I hold the fates of every man, woman and child on the planet. I am the master of all I survey. But I had to know�Am I my own master? I had to be certain I'm not the man I used to be. I loved you once. Now I feel nothing. My victory is complete."

Major Bludd is walking through Fort Meade when he looks up at the flag pole and sees Billy, Cobra Commander's son, hanging there dead.
In Priest Lake, ID, three snowmobiles arrive as Flint, Cover Girl and Wild Bill prepare to attack. On the snowmobiles, Storm Shadow, the Baroness and Destro have arrived in secret to help the Joe team. Cobra & the global chaos they have created were started when Cobra Commander gained control of Destro's company M.A.R.S. Destro is there because they want him to help defeat Cobra and gaining back control of M.AR.S. is a major first step.
A little later, Storm Shadow & Snake-Eyes are outside when Storm Shadow says "This war is the most difficult struggle we have ever faced. But at least it's brought us back together to face it as fate decreed we should; as sword brothers." Then they hug.
Inside, Firewall and Sparks have just finished debriefing Destro about the current situation that the world is in. They need to know how disable the M.A.R.S.'s satellite array that Cobra has used to hold the world hostage. They also tell him that they have a captured a piece of Cobra equipment that will be helpful in determining the modifications that Cobra has made.
In a prison in Prague, several of the guards have just been killed by Red Shadow's leader Wilder Vaughn. He opens the door to release the recently imprisoned Dela Eden. He admits that the Red Shadows has been decimated by Cobra but he wants them to be ready to rise again.
In London, Alexander Destro is standing in Buckingham Palace looking out over a recently conquered and burning London. Armada walks up to him congratulating him on his victory. Alexander challenges her on her faith with him, asking her "What will happen when I ask you to die for me?"
At Fort Meade, Cobra Commander is preparing to move his headquarters out of the Fort. He reveals his plan to Major Bludd and has dispatched the Plague forces to their destinations.
In Philadelphia, the Plague are helping pacify the locals who have caused one of the first uprisings against Cobra when Guillotine receives some new orders.
Back in Priest Lake, GI Jane has received a communication from Storm Shadow's man on the inside of Cobra. The informant has leaked to them Cobra Commander's plan to destroy with nuclear warheads the two most environmentally precarious regions of the Earth; the Amazon and Antarctica. The plan called Operation Jiao Tu, Scorched Earth, is Cobra Commander's way of controlling the whole planet. Hawk gives an impassioned speech about how this is the most important mission that he has ever given them. He divides the team Stalker will lead Snake-Eyes, Storm Shadow, Gung-Ho & Wild Bill to the Amazon River Basin. A second team lead by Duke including Flint, Cover Girl, Shipwreck, Roadblock & Agent Delta will go to Antarctica. General Colton, GI Jane, Scarlett, Spirit and Hawk will go to Fort Meade to take back control of that base. And Firewall, Sparks are going to go with Destro & the Baroness to London to meet up with Barrell Roll, who has captured a cloaking M.A.R.S. produced Night Raven jet plane, which Destro will inspect.

In a flashback, Agent Delta is talking over the phone to General Flagg about how hard it is on him to stay undercover.
In the present in Antarctica, Agent Delta, Duke, Flint, Roadblock, Cover Girl and Shipwreck are fighting with a group of snow serpents. Several members of the Plague force are there also. Lt. Nick Bailey aka Vanguard, Bayonet, Velocity, Infrared and Body Bags are all setting up for a surprise attack. As two Cobra snowmobiles arrive they see they have captured two Joes. The Joes get the drop them, but Velocity comes flying in to break up there pattern. Roadblock and Flint come around the corner to flank the Plague soldiers. Agent Delta and Shipwreck disguised as Snow Serpents enter the base.
In the Amazon River Basin, Brazil, Stalker leads Gung-Ho, Storm Shadow, Snake-Eyes & Wild Bill against a group of Jungle vipers. Blackout of the Plague force has Stalker in his scope ready to fire when Snake-Eyes knocks him out. Storm Shadow fights Munitia and Incision both by himself. Vector gets a small hit on Stalker and a major one on Wild Bill before Gung-Ho smashed his head against a tree. Storm Shadow kills Incision as the Cobras get a signal to evacuate. The Nuclear bomb has started its countdown.
Inside the base in Antarctica, Agent Delta literally runs into Vanguard. He hesitates and Vanguard knocks him over as he escapes. But he has found the nuclear bomb.
At Fort Meade, General Colton, GI Jane, Spirit and Scarlett with Hawk left behind in the vehicle sneak into Fort Meade through a back entrance.
In Yorkshire, England, Barrel Roll, Firewall and the Baroness are watching Destro and Sparks argue. They are trying to figure out how to deactivate the M.A.R.S. satellites that have given Cobra its huge military advantage. The Baroness steps in and enters a code that works.
All around the world M.A.R.S. equipment starts malfunctioning. Airbourne and Dogfight in Germany are able to see, track and shoot down the Cobra airplanes. In St. Petersburg, Russia Vorona & Falcon with the October Guard are able to defeat the Cobra soldiers as there pulse rifles start failing.
At an undisclosed location Cobra Commander and Tomax are watching his Cobra forces be defeated. He gives the signal to release the nuclear bombs.
Simultaneously, in Antarctica and Brazil the Joe team disables the bombs.
In Fort Meade, Colton, Spirit and GI Jane protect Scarlett as she follows Sparks directions to gain access to Fort Meade's NSA security communications. As the last Cobra is taken care of Spirit reminds Colton that they need to take care of the deceased Billy, Cobra Commander's son, one of their own.
In England, Destro goes to reclaim his family company M.A.R.S. with the help of the Baroness and something she calls Athena.
At Cobra Commander's secret mobile location, Tomax asks him why he would want to set off those bombs, his answer is "Once I was nothing. An object of scorn and failure. Today I was God. My dear Tomax only God decrees when this conflict ends."

In flashback:
Sitting near a car dealership a man is listening to the radio. On the radio the news is saying "troops are bogged down in Southeast Asia", "tax increase rates on small business owners", "economy continues to falter, middle class hit hardest" after the last bit of news the man pulls out his car almost hitting a pedestrian, that pedestrian is a rich man in an expensive suit on cell phone and he mouths off to the man. He gets out of his car pushes the rich man into an alley, where the man later emerges covered in blood. The man is going to be Cobra Commander.
Cobra Commander arrives in the Appalachian Mountains at his original training ground for Cobra. Major Bludd asks him why here, his response "because this is where it all began and if it must end it will end here."
The Joes returning from their successful missions are trying to figure out where Cobra Commander will go now that he is close to complete defeat. From Duke's prompting Agent Delta tells them where he thinks the Commander will go for his final fight. It is the place where it all began and where he lost his soul.
In London, the Iron Grenadier army lead by Alexander Destro has been attacked by an unknown army. And this new army is winning. Alexander Destro leaves his command center to go down to the front battle lines. Once Alexander arrives on the battle field most of the fight is over because his troops surrendered. The Baroness had used her own army, Athena, to help save London and because Destro is fighting at her side, the Iron Grenadier army surrendered to him.
Back in the Appalachian Mountains, Major Bludd has snuck up a Viper who is trying to make a cell phone call but can't get any reception. The Viper is a Joe trying to inform the team of the whereabouts of Cobra. Major Bludd offers up the use of his satellite phone.
In Petra, Jordan, General Rey has arrived to take his Commander-in-Chief, The President home.
At Fort Meade, all of the Joes have returned and are briefed on there new mission, Barrel Roll quickly volunteers as well as Sparks to go fight Cobra on there home turf.
Around the world the Joes are defeating Cobra:--Psyche-out at the Pentagon, Bazooka in Columbia, Sci-Fi in Peru, Tunnel Rat in New York City, Deep Six in ocean off of Algeria, Lift Ticket & Footloose in Bolivia, Rip Cord in Sierra Leone, Leatherneck in Uganda

Back at the Cobra base, Velocity of the Plague squad is questioning why they are still with Cobra after the war is lost. He decides to leave and as he is flying away, Blackout shoots him out of the air.
In Flashback in the same place:
Agent Delta, aka Lorcan Rourke, is a GI Joe undercover agent in training for Cobra. His best friend, Tomas, was caught outside the compound making a call. The crowd of recruits, who beat Tomas, are now calling for his death, they hand Rourke a gun and give him the honors. Rourke totally conflicted, effected by the Cobra's twisted belief system and urged by the crowd kills his best friend Tomas. He realized instantaneously that Cobra had corrupted his mind, killing Tomas was an act of cowardness & selfishness. That night he escaped from the Cobra camp and disappeared even from the Joe team.
Outside the current Cobra base, the Joe team, including Agent Rourke, are under assault from the Cobra sentries. Scarlett drops off Hawk near the downed Velocity and drives her Hummer into the battle. Major Bludd and the Joe Viper are just watching as the Dreadnoks arrive to add chaos to the fight. Zartan is leading. Blackout has Duke in his sniper sites, when his brother Barrel Roll starts beating him up. He knocks out his brother and says "your going away for good." Now Scrap Iron has Barrel Roll in his sniper sights and just as he is about to pull the trigger Storm Shadow knocks out Scrap Iron saying "this is for the Soft Master."
Back in London, Destro and his son are fighting, but really it is just Destro beating up his son. Alexander stands up and removes his families silver mask, drops it to the ground and turns his back on his father. Armada who has been watching pulls her gun and shoots Alexander in the back. Destro kneeling at his dead son says "just count yourself lucky that I'm above killing women." The Baroness then executes Armada and says "He maybe be above killing you but I'm not."
The massive battle at the Cobra compound continues:--Sparks is on the outskirts handling the communication when Major Bludd holds him at knife point. The Joe Viper knocks out Major Bludd and reveals himself to be Recondo, Sparks great friend and believed to be dead to all except Sparks. (See DDP Special Missions Tokyo) .--Vanguard (Nick Bailey) has Agent Delta at gunpoint but can't pull the trigger and surrenders realizing the injustice he has done to himself. -- Snake-Eyes is knife fighting with Firefly and losing, then Firefly pulls out his sword. Storm Shadow throws his sword into the ground near Snake-Eyes saying "your gun is not the way to beat him, brother. It is time for you to be whole again." In one super fast move Snake-Eyes picks up the sword disarms Firefly by cutting him and leaving him curled up & shaking.--Zartan appears revealing that he was the one disguised as Major Bludd who offered Recondo the phone to give the location of the Cobra base. Storm Shadow tries to confront him but he disappears saying "I have found a new path today, one which I've no doubt will bring us together again."--Inside the Base, Colton has just knocked down Tomax, who for the first time is questioning his allegiance to Cobra. Cobra Commander shots Colton and they escape out the back door.--As Cobra Commander runs Hawk, using Velocity's jet pack slams into the Commander knocking him out, then he crawls onto to him to prevent him for getting up until Stalker & Scarlett show up.
In a debriefing with the President, General Colton & General Hawk tell him that word spread fast that Cobra Commander had been captured by the Joes, that the captured Cobra soldiers, including Firefly, Major Bludd, Blackout, Tomax, Xamot and several of the Plague squad are being held in the Coffin. Destro turned himself in to the authorities for his crimes and is currently on trial, the Baroness and their son has disappeared. The Dreadnoks organization is still thriving but Zartan is no longer running the gang and his whereabouts are unknown. All of the Joe families that where hidden have returned to their normal lives, all survived unscathed. And Recondo is added back to the Joe roster no longer a KIA and the current roster is given some much needed leave time. The President very happy with the outcome and even though there is lots of rebuilding to do is keeping the entire Joe team on full active duty with no red tape and no restrictions.
Sometime later in a small remote undersea base, Hawk is talking to an unmasked, fully restrained Cobra Commander. The Commander is still raving about how he is still not completely defeated, that an uprising is coming. Hawk simple says "Maybe Commander, but understand this. No matter what happens you won't be taking part in any of it.
On Staten Island, NY at the Fort Wadsworth Motor Pool, Hawk and General Colton are standing in front of the team and he says "We are hear in the place where it all began so long ago, to ask you this. Are you in? Can we count on you?." Scarlett answers with "Come on, Hawk, you already know the answer to that." Then the entire team says. "Yo Joe".
